July 24, 1978 Page 2 <br />Mrs. Bardwell stated she felt the trucks should not be allowed on J at all and should <br />be required to go on Highway 10. Mayor Pickar replied that there would be a problem <br />since the area is not 100% residential and trucks are allowed where there is commercial <br />property. Mrs. Bardwell replied that she does not want to put up with the noise. <br />Councilmember Ziebarth recommended going to the County for a solution, and recommended <br />that the Council endorse a statement to the County. He pointed out, however, that since <br />the road borders on three counties, there might be problems. <br />Councilmember Rowley stated that she agreed and recommended sending all information on <br />to the County and explaining the problem to them but stated she was pessimistic since <br />the road does border on three counties and does go along commercial property. <br />MSP ( Ziebarth- Baumgartner) to put together a letter with the information the Council <br />has been given and state clearly what they would like in the way of results and pass <br />it on to the County Commissioner. 4 ayes <br />Lionel Downer, 8490 Knollwood stated he had had a new home built in the City which was <br />still ungraded and that he was having problems getting it graded by the builder, Harstad <br />and Todd. He stated he had made several calls to the City Engineers office and that <br />someone had come out and recommended he get in tough with the builder to have the <br />grading done but that the builder has told him he can't do it until he knows what the <br />City wants. Mr. Downer stated that he again contacted the City and someone came out <br />and resurveyed the area but he still has not received a grading plan from the City. <br />Administrator Achen replied that the City does not require grading plans from contractors <br />for single family homes and that they have had the same problem with that particular <br />contractor before, and that the City does not have much power to enforce this. He <br />added that it is expected of the contractor to have enough knowledge and experience to <br />know what type of grading plan is required and that the City, as a general rule, does <br />not do grading plans for contractors. <br />Carl Helmer, 7845 Bona Road recommended that the City start requiring grading plans <br />from the different contractors. Mayor Pickar replied that he would have to check into <br />the practicality of it. Councilmember Rowley added that it was a subject worth dis- <br />cussing with the Inspections Department and Engineering Department. <br />Mayor Pickar stated that they would run it through the Inspections Department and <br />Engineering Department for their comments. <br />Mr. Helmer stated he was unhappy with the City not having a new engineer yet. Mayor <br />Pickar replied that they have been looking since the day they received notice from <br />the previous engineer but that it is a time consuming process since they want to ad- <br />vertise in the engineering journals to get the maximum exposure for the position. <br />Mr. Helmer asked if they had gone to the State Unemployment Agency. Administrator <br />Achen replied that for a position of this type, the Unemployment Agency normally does <br />not have someone qualified. He added that the candidates who are qualified are generally <br />working already. He also explained that in the past it has taken two to three months <br />to fill vacancies of this type in the City. <br />Mrs. Jacob Lotovich, 2217 Hillview stated she was concerned with the bicycle riders <br />in the City and stated she would like to see a program to educate both children and <br />adults on bicycle safety, and that she had been told that if enough people were <br />interested, the Police Department would put on a program. <br />
