He added that <br />a feasibility study had been done on the project and asked if there was anything in <br />the study that said the project was unsuitable for development. Councilmember <br />Baumgartner replied that it is not the City's responsibility to make sure people can <br />develop on their property, due to economic feasibility or whatever. Councilmember <br />Rowley added that the question of benefit still has to be answered. <br />Mr. Foss asked if it was possible to run the water and sewer services just to those <br />who want it now. Councilmember Rowley replied that there would be problems with <br />connecting the lines. Cpuncilmember Baumgartner added that the feasibility study <br />said lines could not be run off of Groveland. <br />MSP (Ziebarth - Rowley) to amend the previous motion and have the City employ Twin <br />City Testing Company to determine what the soil is like for those four lots. <br />Administrator Achen stated that the City has received two requests for utilities <br />at both the north and south ends and that the City is trying to prevent dead -end <br />water mains. He also pointed out that people who had said they were in favor of <br />the project earlier had also indicated they might not be if the cost was going to <br />increase significantly, due to some lots not being benefitted. <br />Councilmember Baumgartner asked if the cost of the tests by Twin City Testing would <br />be assessed against the project. Mayor Pickar replied that it was not part of the <br />motion. Administrator Achen explained that he assumed it would be added to the cost <br />of the project but if the project did not go through, it would have to be paid by <br />the general tax payers. <br />Councilmember Rowley pointed out that no further notice would be sent out on the <br />continuation of the hearing. <br />Bill Werner, 2765 Sherwood Road asked what the purpose was for employing Twin City <br />Testing. Mayor Pickar replied that they would be determining whether or not the <br />three lots in question were buildable. <br />3 ayes <br />1 nay <br />DAILEY KNOLL'S - PRELIMINARY PLAT AND REZONING <br />MSP (Rowley - Ziebarth) to postpone the hearing until 8:10 PM on August 14, 1978. 4 ayes <br />KARLEN'S ADDITION - PRELIMINARY PLAT AND REZONING <br />Glen Karlen stated that there is no problem with his property being developed, and <br />that he does have a sewer connection to the property and can bring water down, and <br />does have a buyer for a home and would like some action taken on the lot split, <br />variances and rezoning. <br />MSP (Ziebarth - Pickar) to approve the preliminary plat for the Karlen Addition. 4 ayes <br />Councilmember Baumgartner stated that it should be noted that Lots 1 and 3 are being <br />rezoned from R -1 to R -2, and a 10' frontage variance on Lot 1 and 5' frontage variance <br />on Lot 2 are required. <br />MSP (Rowley - Ziebarth) to amend the previous motion and state the reason for the variances <br />is a sewer easement and sewer line running through Lot 3, requiring a hardship. 4 ayes <br />
