July 24, 1978 Page 7 <br />PROJECT 1978 -7 SEAL COATING - BID AWARD <br />Administrator Achen reported that two bids for Project 1978 -7, street seal coating <br />were received, with Allied Blacktop Company, Inc. bidding $37,620.00 and Bituminous <br />Roadways, Inc. bidding $44,895.00, and recommended that Council accept the low bid <br />of Allied Blacktop which is a large and reputable firm in the metropolitan area <br />and who did the City's 1976 seal coating project. He added that the bid is within <br />the $40,000 budget allocation. <br />MSP (Rowley - Ziebarth) to accept the bid from Allied Blacktop Company, Inc. for <br />$37,620.00. 4 ayes <br />ORDINANCE NO. 283 - OFF SALE LIQUOR FRIDAY NIGHT CLOSING <br />Mayor Pickar reported that the State has authorized liquor stores to stay open until <br />10 PM on Friday nights and that the Council had previously requested the attorney to <br />prepare an ordinance to conform to the new hours. Mayor Pickar read the ordinance as <br />prepared by Attorney Meyers. <br />MSP (Pickar - Rowley) to pass Chapter 100.09, Subdivision 1, Hours of Sale of Intoxi- <br />cating Liquor, Ordinance #283. 4 ayes <br />STORM SEWER ADVISORY TASK FORCE - RECOMMENDATION ON PUMP PURCHASE <br />David Notaro stated he would be speaking for Peter Sargent and presented a written <br />recommendation from Mr. Sargent to buy two centrifugal force pumps. He added that <br />he personally felt it would be a tremendous thing to have in the City. <br />Mayor Pickar read that statement received from Mr. Notaro. Councilmember Rowley asked <br />if they had addressed the question of how to determine who would get the pumps first <br />and time limits and priorities and so forth. Mr. Notaro replied that they would have <br />to address that at a later date. <br />Councilmember Rowley asked if the pumps would require instructions or if a maintenance <br />person would be required to demonstrate them to each user. Mr. Notaro replied that he <br />did not believe so. <br />Councilmember Baumgartner asked where the people using the pumps would be putting the <br />water. Mr. Notaro replied that he personally would pump the water to Groveland Park. <br />Administrator Achen stated the Council would have to set guidelines and decide how <br />much hose to purchase. He added that the hose was very expensive and could cost almost <br />as much as the pumps themselves. <br />Councilmember Rowley stated she would be interested in hearing comments from the citizens <br />who would be paying for the pumps. Mrs. Lotovich stated that she would be in favor of <br />having the City purchase pumps. <br />Councilmember Ziebarth stated he felt a time limit of 4 to 6 hours should be set on <br />the pumps, rather than the three days suggested in Mr. Sargent's recommendation. <br />Mr. Notaro replied that the Task Force is expected to come up with a recommendation <br />soon on the whole problem and that the pumps could possibly be used by the maintenance <br />department then. <br />
