July 24, 1978 Page 8 <br />MSP (Ziebarth - Rowley) to pass the information onto Staff and have them come up with <br />some finalized information for the next meeting, including the cost of hose. 4 ayes <br />LAND AND WATER CONSERVATION ACT - 1978 GRANT APPLICATION <br />Park Director Anderson stated that the grant applications the City would be applying <br />for are strictly preliminary at this time and that the preliminary application is <br />just a one page form. He added that the applications will be reviewed and finalists <br />selected, who will then fill out complete forms. He stated that the maximum each <br />community can receive is $100,000. <br />Mayor Pickar asked if the City's share would be incorporated into the 1979 budget. <br />Park Director Anderson replied that the share for Edgewood would come from the school <br />district and the share for Silver View Park would either come from the general fund <br />or the Northcrest or Krause Anderson park dedications, which are expected in 1979. <br />MSP (Rowley - Ziebarth) to submit the preliminary grant applications for Edgewood <br />Junior High tennis courts and Phase 1 of Silver View Park development. 4 ayes <br />ADMINISTRATOR ACHEN'S REPORT <br />Administrator Achen reported that the City received letters from Paster Enterprises <br />and Penny's Market objecting to the city's farmers market planned by the Park <br />Department. He added that he has not responded to the letters yet. <br />Councilmember Ziebarth stated that he did not agree with Paster Enterprises or <br />Penny's Market conclusions. <br />Park Director Anderson stated that he is presently in the process of putting guidelines <br />together for the market and that he would like anyone concerned with the market to <br />view the one in Maplewood, which is the largest in the State. He added that at the <br />most they expect 15 to 20 people to set up and sell a small amount of produce, and that <br />it will not be a large scale operation. He also pointed out that it had been approved <br />by the Council on a trial basis. <br />Councilmember Rowley recommended that Mr. Anderson write the replys to Paster Enter- <br />prises and Penny's Market. <br />Administrator Achen reported that the City has received a request from the City of <br />New Brighton for support to reinstate I -335 through Minneapolis into the interstate <br />system. He added that he was not quite sure of the placement of I -335 but that it <br />would connect up I -94, 35W and 35E. <br />Mayor Pickar recommended that since New Brighton has been so supportive of Mounds View <br />on the airport issue, that Staff gather information and have it ready for the next <br />agenda meeting. <br />Administrator Achen reported that the Blaine City Engineer has informed the City they <br />have given the final inspection of Judicial Ditch #1 and would like Council approval <br />of completion of the project. <br />MSP (Ziebarth- Baumgartner) to approve completion of Judicial Ditch #1. 4 ayes <br />Councilmember Baumgartner asked if the City knows for sure if the work was done <br />satisfactorily and to the specs.
