November 13, 1978 Page 7 <br />STREET LIGHT INSTALLATION POLICY <br />Mayor Pickar reported that Staff had conducted a study of the street lighting in the <br />City and drawn up a map showing the existing lighting and areas where lights may be <br />requested in the future, along with a proposed policy for street lighting in resi- <br />dential areas. <br />Councilmember Baumgartner stated he thought Staff had done an outstanding job in pre- <br />paring the backup information for the Planning Commission and Council and in preparing <br />the proposed policy. Councilmember Baumgartner read the proposed street lighting policy. <br />Administrator Achen reported that the cost of the present street lighting represents <br />over one -half of a mil of the property taxes and that the cost will continue to go up. <br />Councilmember Hodges stated he was concerned with energy consumption and that he felt <br />400' spacing may be too close for the lights. Councilmember Rowley pointed out that <br />lights would not necessarily be going in every 400' as the lights would have to be <br />petitioned for and they would have to meet the criteria established in the policy. <br />Councilmember Baumgartner stated that the Planning Commission had discussed adding an <br />item to the policy, specifying how many lights would be budgeted for in one year, but <br />acknowledged there would be a problem when one extra was requested. <br />Councilmember Ziebarth stated that he could foresee at some time in the future not being <br />able to afford any more lights. He added that he would like to leave the issue open <br />until the next meeting to allow time for citizen input. <br />MSP (Ziebarth - Hodges) to table the item until the next Council meeting. 5 ayes <br />ACQUISITION OF TAX FORFEITED LANDS <br />Mayor Pickar reported that five tax forfeited land parcels are available and the Council <br />must determine whether they should be put up for public sale or reserved for public use. <br />He added that four of the parcels comprise the Random Park site on the northeast corner <br />of Long Lake Road and Ridge Lane and presumably should be reserved for public use. The <br />fifth parcel is an unbuildable lot on the west end of Oakewood Drive near St. Michael <br />Street and Staff has recommended it also be reserved for public use. <br />Administrator Achen pointed out on the map where the lots were located. <br />MSP (Baumgartner - Ziebarth) to adopt Resolution #945, declaring Random's First Addition, <br />Lots 5 and 8, Block 1 and Dailey's Hillview Addition, Lot 1, Block 1, non - conservation <br />and authorize their acquisition by the City. 5 ayes <br />SEWER JET RODDER PURCHASE <br />Administrator Achen presented a report from the Finance Director and Public Works Super- <br />visor regarding the opening of bids on November 9 for the sewer jet rodder. Administrator <br />Achen reported that all bids met the City specs except for the alternate bid, and that <br />Staff has recommended the alternate bid be rejected because it does not meet the specs. <br />He added that the low bid was received from Itasca Equipment Company for $75,513. <br />Lonnie Kolin of Itasca Equipment Company stated that they had promised delivery for <br />April of 1979 and could possibly deliver earlier. <br />
