December 11, 1978 Page 4 <br />Councilmember Baumgartner stated that with Item G he had no problem <br />with purchasing the water pumps but asked if there was a policy set <br />on using the pumps, and if a deposit would be required or whatever, <br />and what the criteria would be for using the pumps. <br />Councilmember Rowley asked if there would be any restrictions on where <br />the water could be pumped. <br />Mayor Pickar stated that those questions had been addressed before and <br />that they should be addressed again in an agenda session. <br />Administrator Achen explained that it was Staff's feeling that it would <br />be almost impossible to set regulations to cover every situation. He <br />reviewed the criteria Staff had discussed and the controls that would <br />be used on the pumps. <br />MSP (Pickar - Ziebarth) to approve the purchase of the pumps, which are <br />designed primarily to provide emergency pumping equipment for residential <br />flooding, and will be under the supervision of the Public Works Super- <br />visor. The purchase will include two 3" Homelite water pumps and necessary <br />hose at a cost of $721.25 each using Storm Water Management Fund monies. <br />4 ayes <br />Mayor Pickar stated that he would like to take the opportunity to wish <br />Administrator Achen the best in his new position in Gladstone, Missouri <br />and that he was sorry to see him go. <br />Administrator Achen stated that it had been a good 42 years that he had <br />been with the City and that he had gained a lot of excellent experience. <br />He added that the Council and the community had been very supportive <br />and that the City was in sound financial shape and has a very experienced <br />Staff. <br />Mayor Pickar stated that after the regular meeting, the Council would be <br />meeting to begin the selection process for a new administrator. <br />MSP (Pickar- Rowley) to accept the resignation of Clerk- Administrator <br />Mark Achen submitted December 5, 1978, and to be effective January 31, <br />1979, and authorize vacation leave for Administrator Achen from <br />January 20 to January 31, 1979. 4 ayes <br />Councilmember Ziebarth stated that in the 2 years he had worked with <br />Administrator Achen, he had found him to be extremely helpful. Council - <br />member Rowley added that she would also like to wish Administrator <br />Achen well and that she had heard many compliments regarding his pro- <br />fessionalism. Councilmember Baumgartner added that he also wished <br />Administrator Achen well and that he was sorry to see him leave. <br />Mayor Pickar recessed the regular meeting and opened the public hearing. <br />HOUSE NUMBERING ON WOODLAWN DRIVE <br />Mayor Pickar explained that an error had been made many years ago in <br />assigning addresses for new developments on Woodlawn Drive south of <br />County Road I and reviewed the changes that were required. <br />
