PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to <br />order by Mayor McCarty at 7:35 PM on January 8, 1979, at the <br />Mounds View City Hall, 2401 Highway 10, Mounds View, MN 55112. <br />Members present: Also present: <br />Mayor McCarty <br />Councilmember Hodges <br />Councilmember Rowley <br />Councilmember Ziebarth <br />Councilmember Forslund <br />Clerk - Administrator Achen <br />Attorney Meyers <br />MSP (Hodges- Rowley) to approve the minutes of the regular meeting <br />of December 18, 1978, as presented. 3 ayes <br />2 abstain <br />Mayor McCarty and Councilmember Forslund abstained from the vote. <br />Councilmember Forslund stated she would like the January 2, 1979, <br />minutes corrected in the third paragraph on page 1 to include the <br />title of notary public for Dorothy Sandgren. <br />Councilmember Forslund also stated that she would like the wording <br />changed in the second to the last paragraph on page 2 to reflect <br />that each Councilmember would be a liaison with each department <br />head. <br />Mayor McCarty stated he would like the minutes changed to read on <br />page 1, third to the last paragraph, that Councilmember Forslund <br />would fill the Planning Commission liaison position only. <br />MSP (Ziebarth - Hodges) to approve the minutes of the special meeting <br />of January 2, 1979, as corrected. 5 ayes <br />CITIZEN COMMENTS AND REQUESTS <br />John Pickar, 2299 Knoll Drive, asked Councilmember Forslund for <br />a clarification of her statement that she wanted each Councilmember <br />to be a liaison for a department head. He stated that in the past <br />the City Administrator has directly supervised the department heads <br />and asked if she wanted to change that policy. Councilmember Forslund <br />replied that she was advocating that change since she felt the Council <br />could expedite policy making decisions much quicker than the Administrator. <br />Mr. Pickar asked Mayor McCarty for clarification of a statement he had <br />made in his speech of January 2, 1979, stating he was against development <br />of business property unless the developer could prove the development <br />would be of benefit to the City.
