January 8, 1979 Page 5 <br />RAMSEY COUNTY COMMUNITY HEALTH SERVICES ENVIRONMENTAL HEALTH PROGRAM <br />Doug Wood of the Ramsey County Health Services summarized their health <br />program and outlined the three options the program provides. Mr. <br />Wood answered questions from the Council regarding the plan and asked <br />that the Council, if they choose, adopt a resolution stating which <br />option they prefer. He added that six or seven other cities have <br />already chosen option #3, which is what Mounds View appears to favor. <br />Richard Hudeen, 8041 Long Lake Road, asked if it would be possible to <br />set up a monitor to check noise levels of aircraft from the Anoka <br />County Airport. Mr. Wood replied that the City would have to go to the <br />County with their request, and if it was approved by the Health Advisory <br />Board, the funds would be forwarded to the City to work on the problem. <br />Councilmember Hodges stated he would be in favor of options #3. <br />Councilmember Forslund stated she would also favor #3. Councilmember <br />Rowley stated she would favor option #3 as the City could not afford <br />options #1 or 2. <br />Councilmember Ziebarth expressed concern that the City might not receive <br />aid if they have an existing program, such as the house inspection program. <br />Mr. Wood replied that the County does not want to provide tax relief <br />to some municipalities and no relief to others. <br />Councilmember Ziebarth stated he would favor option #3 due to finances. <br />Mayor McCarty added that he also favored option #3 and that it was a <br />unanimous decision from the Council for option #3. <br />Mr. Wood stated that he would be contacting the new Clerk- Administrator <br />in a few months to let him know what the County would be doing. <br />ARDAN AVENUE BUS ROUTES <br />Administrator Achen reported that the MTC staff has evaluated the <br />possibility of an alternate bus route following Sherwood and Groveland <br />Roads, to relieve the bus traffic on Ardan Avenue. They have dis- <br />covered no operational or safety problems with the use of the alternate <br />route. Administrator Achen pointed out on the map where the present <br />bus route runs and the alternate the MTC is considering. <br />Councilmember Ziebarth stated they should make sure the residents <br />of the involved area have the information before a hearing is held. <br />He suggested the residents be invited to an agenda session to discuss <br />the routes before a public hearing is held. This will alleviate any <br />friction from the residents. <br />Administrator Achen suggested the agenda meeting could possibly be held <br />at Red Oak School, which would be a more informal setting and close <br />to the neighborhood. <br />Mayor McCarty stated that the MTC bus route changes would be further <br />discussed at the January 15 agenda meeting. <br />
