January 8, 1979 Page 6 <br />POLICE OFFICER 1979 UNIFORM ALLOWANCES <br />Administrator Achen reported that the police uniform allowances for <br />1979 had not been set because negotiations with Teamsters Local No. 320 <br />for a 1979 contract had not been completed. He added that Chief <br />Grabowski has recommended the City provide each officer with the same <br />clothing allowance as they were given in 1977, which was $212. He <br />stated that it would be easier for the City to set a dollar amount <br />rather than provide clothing and equipment as needed. He also stated <br />that the officers were required to turn in their receipts to the Police <br />Chief. <br />MSP (Ziebarth - Rowley) to authorize a single lump sum payment of $212 <br />for each officer for uniforms. 5 ayes <br />PROJECT 1978 -1 EXPENSE POLICY <br />Administrator Achen read proposed Resolution No. 957 regarding Project <br />1978 -1 expenditures. Administrator Achen recommended that Council <br />adopt a policy of charging a prorata share of the expenses to any <br />future storm drainage construction projects, and that the expenses be <br />absorbed by the SDM Fund, which would then be repaid over the years. <br />Mayor McCarty questioned if the City could use the SDM Fund for these <br />expenses. Attorney Meyers read part of the resolution establishing the <br />SDM Fund and stated that the City could legally authorize the use of <br />funds from there to reimburse the expenses already paid from the <br />Project 1978 -1 Fund. <br />Mayor McCarty stated he had a problem with using the SDM Fund money <br />for those expenses and that he felt the City was going backwards <br />with the SDM Charge. Administrator Achen explained the rationale <br />behind building up the SDM Fund. <br />Neil Loeding, 5046 Longview Drive, stated he was bothered by the <br />indefinite time frame for replacing the Fund and stated he felt it <br />should come out of the General Fund. Administrator Achen replied that <br />the General Fund is much harder pressed. He also explained that the <br />City usually runs a deficit in the General Fund each year until the <br />tax payments are received. <br />Mayor McCarty stated he could not understand how the City wound up <br />with a deficit. Administrator Achen explained that they had planned <br />on paying the expenses by special assessment but that the project had <br />not been approved. <br />Councilmember Ziebarth stated that the City did not have a fund to fall <br />back on before the SDM Fund and that he was concerned with the General <br />Fund since it is a good emergency fund and seems to be one of the <br />first places to go for money. <br />Bill Doty, 3049 Bronson Drive, suggested that if the expenses had already <br />been paid out of the General Fund, the General Fund could borrow from <br />the SDM Fund. Attorney Meyers noted that a transfer from the SDM Fund <br />can only be made for storm drainage purposes.
