January 8, 1979 Page 7 <br />taxpayer would be paying for them, but that if it was taken out of <br />the SDM Fund, it would be paid back by developers. <br />Mayor McCarty asked how much was in the General Fund contingency. <br />Administrator Achen replied there was approximately $25,000. <br />Councilmember Rowley stated she felt there was a policy question to <br />decide and recommended that the issue be discussed further at an <br />agenda session to determine where the funds are needed. <br />Mayor McCarty stated he would be more comfortable discussing it further <br />after studying the finances of the City. Administrator Achen stated <br />he would have the Finance Director remind the Council of the matter <br />at the end of the first quarter. <br />NSP FRANCHISES FOR NATURAL GAS AND ELECTRIC DISTRIBUTION <br />Administrator Achen reported that over the past year and a half the <br />Ramsey County City Managers Group has been negotiating gas and electric <br />franchises for eight Ramsey County suburban cities, and that to date <br />six of the cities have adopted the franchises. Administrator Achen <br />reviewed the advantages of the city being included in the franchise. <br />Councilmember Ziebarth questioned how the franchise fee could be <br />approved without a hearing. Administrator Achen replied that such a <br />restriction is open to each city. Councilmember Ziebarth stated that <br />he would like it included in the document. <br />Councilmember Rowley stated she would like to see something in the <br />ordinance that would bind the City to a public hearing before <br />charging the 4 percent. <br />Attorney Meyers stated he had not had an opportunity to read the <br />ordinances and that he would like the opportunity to go over them. <br />Councilmember Rowley suggested the matter be held over until the <br />January 22nd meeting, which would allow the attorney time to review <br />the ordinances and give his recommendations to the Council. <br />MSP (Rowley - Ziebarth) to hold over the NSP franchises for natural <br />gas and electric distribution until the January 22nd meeting, and that <br />the attorney draft language so that Sections 11 and 12 of the two forms <br />require 4/5 vote and a public hearing. 5 ayes <br />SILVER VIEW COMMUNITY PARK FEDERAL /STATE GRANT APPLICATION AND UPDATE <br />OF FIVE YEAR PARK CAPITAL PROGRAM <br />Park Director Anderson reported that the final grant application is <br />due on January 12. He added that the City has received preliminary <br />approval for $73,450, which is almost a guarantee of final approval. <br />Park Director Anderson reported that the grant application is for Phase I <br />development of Silver View Park and reviewed what it would involve. <br />He added that he would be meeting with the State Planning Agency on <br />January 10 to review the application and make sure everything was in order. <br />
