January 8, 1979 Page 8 <br />Mayor McCarty asked how the grant for land acquisition stood. Park <br />Director Anderson replied that it has been approved and is up for <br />payment. <br />Mayor McCarty asked what his involvement in the grant application would <br />be. Park Director Anderson replied that the Mayor was asked to sign <br />as the official representative of the City, but that Mr. Anderson's <br />name would be on all forms as the individual to contact. <br />Administrator Achen read Resolution No. 957 authorizing filing of <br />the application and Resolution No. 958 approving the updating of the <br />five -year program. <br />MSP (Ziebarth- Hodges) to adopt Resolution No. 957 for the execution <br />of the grant application with the State Planning Agency for Phase I <br />of Silver View Park and Resolution No. 958, the five -year park capital <br />improvement program. 5 ayes <br />APPOINTMENT OF ACTING CLERK- ADMINISTRATOR <br />Mayor McCarty stated he was concerned with Park Director Anderson's <br />schedule and asked if he felt he would have enough time to devote to <br />the position. Park Director Anderson replied that he had given it much <br />thought and that he was confident he would be able to handle it and <br />that he had a good staff to rely on. He also stated that he would be <br />willing to delegate responsibility. <br />Administrator Achen explained that he had relied upon Chapter 5 of the <br />Municipal Code to describe the duties of the acting clerk - administrator. <br />Attorney Meyers added that the duties of clerk and treasurer are <br />established by Statute. The duties of administrator are established <br />by ordinance. <br />Mayor McCarty stated that he did not feel there was a clear definition <br />of the acting clerk- administrator's duties. Attorney Meyers replied <br />that State Statutes require the Council to appoint at least a clerk <br />and treasurer. Whatever administrative duties are to be assigned <br />this position are up to the Council. <br />Councilmember Rowley pointed out that Councilmembers have always been <br />available to Staff. Staff are the professionals responsible for imple- <br />menting and Council is the policy making authority. <br />MSP (Ziebarth- Rowley) to appoint Bruce Anderson clerk - administrator <br />effective January 20, 1979, at 12:01 AM, and provide an additional <br />salary compensation of $85 per pay period. This represents approximately <br />one -half of the difference between the existing salary of the <br />park director and the anticipated salary of the new clerk - administrator. <br />ADMINISTRATOR ACHEN'S REPORT <br />Administrator Achen reported that the $17,000 invoice from Mn /DOT for <br />the city's share of construction of traffic signals on Highway 10 <br />
