January 8, 1979 Page 9 <br />and County Roads H -2 and I has been referred to Mn /DOT's municipal <br />state aid office. <br />Administrator Achen stated that the necessity of replacing the demolished <br />squad car may have been a blessing in disguise since it will postpone <br />for several years the need to replace the unmarked car. <br />Administrator Achen reported that at the December 18, 1978, meeting <br />Council had designated individuals to sign City checks and that the <br />Clerk - Administrator rather than Deputy Treasurer should have been <br />designated. <br />MSP (Rowley - Ziebarth) to authorize the Clerk- Administrator to sign <br />checks and delete the finance director's signature. 5 ayes <br />Administrator Achen reported that the Council had been given copies <br />of the adopted 1979 Budget, which replaced the proposed budget. <br />Administrator Achen stated that the Council had been presented copies <br />of the press release regarding commission vacancies. <br />Administrator Achen reported since the City's bookkeeping machine <br />had broken down in November, payroll had been prepared by hand, <br />anticipating the RCCM payroll program being available in January. He <br />added that the City has been informed it will not be ready now until <br />July, so the City will use Tab Service Bureau, Inc. in the interim. <br />Administrator Achen requested Council authorization to supplement <br />available revenue sharing monies with 1978 General Fund surplus <br />of not more than $2,000 to purchase and install the maintenance garage <br />hoist. <br />Mr. Doty recommended the City look into purchasing a used hoist. <br />MSP (Ziebarth- Hodges) to authorize the expenditure for 1978 General <br />Fund surplus not to exceed $2,000 for the garage hoist to supplement <br />revenue sharing funds that have already been appropriated. <br />Administrator Achen recommended that Council authorize Comstock & Davis <br />to file for final payment under municipal state aid funding of Project <br />1973 -4. <br />MSP (Hodges - Ziebarth) to direct the final payment for municipal state <br />aid under Project 1973 -4 be deposited in the Revolving Improvement <br />Fund. <br />5 ayes <br />Administrator Achen requested that Council authorize a pay raise for <br />the mechanic to maintain the mechanic's rate at 95% those of maintenance <br />men. <br />MSP (McCarty - Ziebarth) to pay the mechanic 95 percent of the Local <br />49 rate, which is $7.15 per hour, retroactive to January 1, 1979, and <br />set it 100 percent on the second anniversary date from the date of <br />hire. <br />5 ayes <br />
