February 12, 1979 Page 7 <br />Mayor McCarty asked how the costs differed between the Comkey 734 and <br />Dialog systems. Mr. Berry replied that the 734 does not have the <br />capacity to increase beyond seven lines. He added that it is a smaller <br />system but otherwise the costs and systems were very similar. <br />Councilmember Ziebarth asked how long the present system had been in <br />City Hall. Mr. Foster replied that it had been put in six years ago and <br />expanded twice. <br />MSP (Rowley- Hodges) to authorize Staff to make the proposed changes to <br />the Dialog system. 5 ayes <br />Acting Administrator Anderson reported that he had the specs for the <br />counter modifications, which had been prepared by the Building and <br />Zoning Official. He added that they were looking at a March 22 bid <br />opening. <br />Mayor McCarty stated he would like to review the specs and look at the <br />cost estimates. Acting Administrator Anderson replied that they <br />were available and could be discussed at the February 26 meeting. <br />Acting Administrator Anderson reported that it had been approved in the <br />1979 budget to hire a telephone receptionist and asked for authorization <br />to hire someone for that position. Mayor McCarty replied that he was <br />concerned with expenses and that they should look at transferring some- <br />one from within City Hall, or realigning work or whatever. <br />Councilmember Ziebarth stated that he felt it would be helpful to know <br />what kind of talent is needed for the City before hiring anyone else. <br />He added that they could possibly hire just a part time person and <br />reassign duties with the present clerical staff. <br />Acting Administrator Anderson reported that he had checked into having <br />a study done of the clerical staff and needs for the City, based on the <br />Council's request, and found that it would cost approximately $3,000 to <br />have such a study done. <br />Neil Loeding, 5046 Long View Drive stated that the City should not have <br />to hire an outside firm to assess the clerical situation and that Staff <br />could do it. Acting Administrator Anderson replied that Staff had already <br />done it and it was determined that a telephone receptionist was needed. <br />Nancy Burmeister, 7565 Knoll Drive stated that she felt Staff could con- <br />duct the study themselves, as the City has a management team and they <br />are professional people. <br />John Pickar, 2299 Knoll Drive stated that this would not be a good time <br />to conduct a study, with not having a clerk- administrator. He added that <br />when the new clerk - administrator begins, he most likely will set up the <br />office differently and the situation in the office could change. He <br />added that a good deal of time and thought went into the decision to hire <br />a telephone receptionist and that the position would be a lower paying <br />position than any the City currently had, which would not be beneficial <br />for a transfer. <br />Councilmember Rowley recommended that the file on the position be pulled <br />and they discuss it further at the February 26 meeting. <br />
