Councilmember Hodges <br />added that they should give the applicant direction on what the City <br />wants, such as a 3 or 5 year pipe, and let the applicant take it from <br />there. <br />Councilmember Forslund stated that she agreed with Councilmember <br />Ziebarth, that they must give the engineer something to work with. <br />Councilmember Rowley stated that she also agreed that they must give <br />direction in terms of run -off and so forth, and that she would like it <br />sized to meet an above average year, and that the applicant should come <br />up with something that will create no greater run -off than what is <br />presently there and something that will function as it rains. <br />Attorney Meyers recommended that the applicant be advised that the <br />Council will be discussing it at the April 21 meeting. <br />Neil Loeding, 5046 Longview Drive stated that he did not feel the Council <br />should act as a technical panel and that an engineer should study the <br />issue. <br />Councilmember Forslund stated that it would be helpful to have an <br />engineer present at the April 21 meeting. <br />Bill Doty, 3049 Bronson Drive asked if there is an equation for deter- <br />mining run -off. Official Rose replied that there is one used in the <br />SDM charge. <br />Acting Administrator Anderson suggested that Staff could draw up a list <br />of questions for the Council to review and then give to a consulting <br />engineer to answer for the April 21 meeting. <br />Councilmember Forslund recommended that the City hire a consulting <br />engineer to attend the April 21 meeting. Councilmember Ziebarth <br />replied that there is no money in the budget to hire an engineer. <br />Councilmember Hodges stated that the City had used Comstock and Davis <br />before on a consulting basis. <br />Mr. Loeding stated that he is not comfortable with either Comstock <br />and Davis or Short- Elliott - Hendrickson as they have a financial interest <br />in the City. He stated that he would be comfortable with Mr. Hubbard. <br />Acting Administrator Anderson replied that Mr. Hubbard could also have <br />a financial interest, as he works for a large engineering firm. <br />M (Rowley) to hire Short - Elliott - Hendrickson to have a consulting <br />engineer attend the April 21 meeting. <br />MSP (Rowley - Ziebarth) to have a registered consulting engineer present <br />at the April 21 meeting. 5 ayes <br />MSP (Rowley - Ziebarth) to hire a consulting engineer from Short- Elliott- <br />Hendrickson to attend the April 21 meeting. <br />
