PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />A regular meeting of the Mounds View City Council was called to order <br />by Mayor McCarty at 7:35 PM on April 23, 1979 at the Mounds View City <br />Hall, 2401 Highway 10, Mounds View, MN 55112. <br />Members Present: Also Present: <br />Mayor McCarty <br />Councilmember Hodges <br />Councilmember Rowley <br />Councilmember Ziebarth <br />Councilmember Forslund <br />Acting Clerk - Administrator Anderson <br />Attorney Meyers <br />Councilmember Rowley asked that the April 9, 1979 minutes be corrected <br />on Page 8 to read that she could not agree with Mr. Loeding's suggestions <br />for changing the administrators description. <br />MSP (McCarty- Hodges) to approve the April 9, 1979 minutes as <br />corrected. 5 ayes <br />CITIZEN COMMENTS AND REQUESTS <br />Mayor McCarty gave an explanation of what he had referred to at the previous <br />meeting in hiring Chuck Hubbard as a consultant. <br />Roger Baumgartner stated that he would offer some free advise to the <br />City, in that John Beardon had stated earlier that the Citizens Task <br />Force report did not have a workable solution. Councilmember Rowley <br />also stated that Mr. Beardon had made that statement. <br />Neil Loeding, no address given, asked if the Council had the authority <br />to prohibit citizen input at public meetings. Attorney Meyers replied <br />that they did not at public hearings but that at informational meetings <br />or Council workshops, that it was up to the chairman. He also explained <br />that the open meeting law provides that any deliberation that may be <br />voted on some day must be discussed in an open meeting. Mayor McCarty <br />added that he did not believe there was a question in any Council members <br />mind as to the openess of the Council. <br />Larry Gehl, no address given, stated that he was interesting in develop- <br />ing the Herbst property behind Perkins for a Consolidated Freightways <br />truckers lodge but that he had spoken to Official Rose regarding City <br />procedure and could not wait the approximately 90 days it might take <br />to get approval. He explained that the building was to be occupied by <br />August 25 and that the contractor would have to start building by <br />June 15, and asked if there was any way to speed up the process. He <br />also stated that they would be willing to put a road in to the proposed <br />building from County Road H. <br />
