Approve the hiring of Mrs. Connie Langager at the rate of <br />$40.00 /meeting effective 4 -23 -79 as a Clerk Stenographer <br />for the City Council and Planning Commission meetings. <br />ITEM H. Approve the April 23, 1979, bills for payment: <br />expenditures - $95,945.30; payroll account - $10,410.67. <br />ITEM I. Approve the following licenses: <br />Du All - new - general contract, expires 6 -30 -79 <br />Houser Inc. - new - sewer & water <br />Councilmember Ziebarth asked what the purpose was in hiring a part -time <br />Public Works laborer and if it had been done in the past. Acting <br />Administrator Anderson replied that it is an annual expense which has <br />been budgeted for. He explained that the employee would be working in <br />a variety of areas in the Park and Maintenance departments and that he <br />would be limited to the amount budgeted for. <br />MSP (Ziebarth- Rowley) to approve the hiring of Mr. Mark Will at the <br />rate of $3.50 per hour effective 4 -24 -79 as a part -time Public Works <br />laborer. 5 ayes <br />Councilmember Rowley asked if applicants for carnival licenses are <br />required to submit a letter of agreement or sign anything as the City <br />has had trouble in the past. Attorney Meyers replied that they could <br />possibly require a bond for clean -up, and read the ordinance regarding <br />licenses. <br />Councilmember Ziebarth recommended that a standard agreement be drawn <br />up to let applicants know what they are allowed to do and what is <br />expected of them. He also recommended that the electrical inspector <br />provide his input. <br />MSP (Ziebarth- Hodges) to conditionally approve the license for Midwest <br />Rides Inc. to operate a. carnival at the Mounds View Square Shopping <br />Center form May 15 to May 20, 1979, based upon their agreeing to sign <br />the proposed agreement. 5 ayes <br />Acting Administrator Anderson explained that the March activity reports <br />for the Parks, Recreation and forestry and Building and Zoning depart- <br />ments had not been given to the Council yet due to the extremely heavy <br />workloads in those departments. He added that they would be forthcoming. <br />MSP (Rowley- Forslund) to accept the March 1979 activity reports from the <br />Public Works, Police and Nuisance Abatement and Fire Departments. 5 ayes <br />`4ayor McCarty recessed the regular meeting and opened the public hearing <br />for the Northcrest Park assessment. <br />
