April 23, 1979 Page 7 <br />MSP (Ziebarth- Hodges) to authorize the Mayor and Staff to enter into <br />a letter of understanding with the union representative of the Public <br />Works Department. 4 ayes <br />CITY ADMINISTRATOR CONTRACT <br />Mayor McCarty reported that the Council had met with the applicant on <br />April 22 and that he had agreed to receive their offer. <br />MSP (Rowley - Ziebarth) to formally offer Jeff Nelson the position of <br />Clerk - Administrator with the following stipulations, a beginning salary <br />of $23,500 during a six month probation period, with a 7 percent increase <br />after the successful completion of that probation period. He will <br />receive the standard benefit package, will be authorized to go to the <br />national ICMA convention, given $75 per month mileage, be allowed moving <br />expenses up to $1,000 and have standard sick leave and vacation schedule. <br />Mr. Nelson's starting date will be June 4, 1979 and he will have up to <br />18 months to move his family to the City of Mounds View. 4 ayes <br />Councilmember Rowley asked that Acting Administrator Anderson write a <br />letter of understanding to Mr. Nelson and have him sign a copy of the <br />letter and return it to Mounds View for the City's records. She also <br />asked Staff to contact the other applicants and let them know the <br />position had been filled. <br />COMSTOCK AND DAVIS MARCH BILLING <br />MSP (Rowley - Ziebarth) to authorize appropriate Staff personnel, i.e., <br />Official Rose and Finance Director Brager to sit down with Comstock <br />and Davis and go over the billing and explain the City's feeling on <br />housekeeping, which should be covered under the 2.25 factor, to be <br />discussed at the April 30 agenda session, with Mr. Beardon requested <br />to attend the meeting. 4 ayes <br />Acting Administrator Anderson recommended they discuss the entire <br />reapportionment process. Official Rose stated that he would walk the <br />Council through the procedure on April 30 and recommended the Council <br />discuss it before discussing it with Mr. Beardon. <br />TELEPHONE SYSTEM UPDATE <br />Acting Administrator Anderson reported that the City is already experiencing <br />some difficulty with the new phone system as they need more help in answer- <br />ing the increased number of calls coming in, and asked that it be dis- <br />cussed again soon. <br />MSP (Rowley - Ziebarth) to authorize Staff to call around for bids from <br />contractors on a time and materials basis for the counter modification. 4 ayes <br />PURCHASE OF UNMARKED SQUAD CAR <br />Acting Administrator Anderson reported that the City had received the <br />
