May 29, 1979 Page 3 <br />PUBLIC HEARING - SILVER LAKE ROAD UTILITIES <br />Mr. Boxrud of Short - Elliott- Hendrickson, Inc. summarized the update of City Project <br />1978 -6. The water service would connect to an existing 12" water main in the <br />boulevard area of Silver Lake Road near the apartments at 7750 Silver Lake Road <br />down to Bronson Drive where it would connect to another 12" water main. A 6" pipe <br />would cross Silver Lake Road to serve the Realty Man Properties. Of the total cost <br />of $65,665, $9,000 would be attributable to services crossing Silver Lake Road <br />and they would pay for this separately. Those west of Silver Lake Road would be <br />subject to a front footage assessment. With 1700 assessable feet, this would amount <br />to $33.33 per front foot for parcels west of Silver Lake Road. <br />Sewer service, Alternate 1, would run within the paved area of County Road I between <br />Groveland and Silver Lake Road and south 400 feet in the boulevard area along <br />Silver Lake Road. This would serve the east half of lots 1, 2, 3 and 4, although <br />lot #4 would require some earth work. Service would also be provided to the north <br />portion of lot #10, as well as lots 7, 8 and 9 from manhole in the paved area of <br />Silver Lake Road at Bronson Drive. Lots 5, 6 and 7 would not be served nor assessed. <br />Total cost of Alternate 1 would be $64,450 with 864 front footage at $74.59 per front <br />foot assessed to lots 1, 2, 3, 4 7, 8, 9 and north portion of #10. <br />Alternate 2 would provide the same service as Alternate 1, except installation would <br />be deeper and would service all lots between Bronson and County Road I, as well as <br />west of Silver Lake Road. Building elevations would have to be carefully controlled. <br />Both alternates would require easements, Alternate 2 for all properties between <br />Bronson Drive and County Road I along Silver Lake Road. Alternate 1 would not <br />require easements of lots 5, 6 and 7 but it would be preferred. <br />The total cost of Alternate 2 is $46,845 for 1260 feet of assessable footage or <br />$37.18 per front foot. Alternate 1, without service to lots 5, 6 and 7 would run <br />$54.22 per front foot for total of 864 assessable footage. <br />Mr. Boxrud stated he recommends Alternate 2 because it serves more frontage at a <br />lower cost. The total estimated cost for sewer and water service is $112,510 with <br />an assessable cost per front foot of $70.51, plus any easement costs. At this time, <br />the easement costs are unknown. <br />Mayor McCarty questioned if the manhole would be recessed. Mr. Boxrud indicated <br />there was probably an invert in there, but it was common practice to rework it. <br />Mayor McCarty asked if there would be an assessment on both sides of the corner <br />of County Road I and Groveland and Bronson and Silver Lake Road. Mr. Boxrud <br />indicated there would be only one front foot assessment on Silver Lake Road with <br />none on County Road I or Bronson. <br />Kay Gilman, 7565 Groveland Road, questioned how deep the pilings should be to make <br />her lot #7 buildable. <br />Mr. Winiecki, 7575 Groveland Road, asked if the City didn't put in utilities, and <br />lots 5, 6 and 7 were built on, where would the water go. Would the culvert be taken <br />out or would a ditch be retained which would run in front of someone's property. <br />Mr. Boxrud replied the drainage would run along lot lines but might run in front of <br />someone's property. The owner could build up their driveway over the culvert. <br />
