May 29, 1979 <br />Page 6 <br />Councilmember Hodges asked about new curb cuts and closing present cuts. Mr. Budzyinski <br />indicated they would have one entrance from Silver Lake Road and one from Highway 10. <br />He indicated they would prepare a second plan to encompass parking, accesses, etc. <br />MSP (McCarty /Hodges) to approve the site plan as presented by Realty Man Properties, <br />including reversal of building placement, upon approval of the Building & Zoning <br />Official. Staff approval is subject to the applicants' submission and Staff's acceptance <br />of necessary information to meet requirements of Resolution #983, plus drainage plan <br />approval from the Rice Creek Watershed, and subject to development agreement with <br />the City. <br />5 ayes <br />Mayor McCarty asked if they intended to retain drainage on just one lot. Mr. Budzyinski <br />replied it would be over all the area, in order to obtain the 100 -year capability over <br />the three lots. <br />MSP (McCarty /Ziebarth) to amend the previous motion: The development agreement <br />should include all three lots. 5 ayes <br />MSP (McCarty /Ziebarth) to remove from the table Items C, F, G & H from the Consent <br />Agenda. 5 ayes <br />APPROVE IN -HOUSE BUDGET TRANSFER FROM FORESTRY TO RECREATION ACCOUNT <br />Mayor McCarty asked if this had been through the Staff Management Team. Acting <br />Administrator Anderson replied it had not. <br />Acting Administrator Anderson explained the Park & Recreation budget had been extremely <br />small. The extra $650 from the Forestry Account could adequately cover the purchase <br />of the new record - keeping system and would only require transfer from one budget to <br />another. <br />APPROVE TRANSFER OF FUNDS INTO THE VEHICLE MAINTENANCE ACCOUNT <br />Acting Administrator Anderson explained the error in budgeting resulted at the time <br />of transition in Public Works Superintendents. <br />Mayor McCarty presented his compilation of charges to the Vehicle Maintenance Account <br />and expressed concern that this account was too small to handle them. He expressed <br />concern that the Contingency Account was being overused. <br />Acting Administrator Anderson indicated this is the only item brought before the Council <br />for the Contingency Fund because of error. Every previous request from Contingency <br />has been for extra expenses. <br />Mayor McCarty suggested the budget process for this account should be done differently <br />next year. <br />MSP (McCarty /Ziebarth) to approve the Agenda Items C & F, in -house budget transfers. <br />5 ayes <br />ADOPT RESOLUTION #985 AUTHORIZING THE SALE OF TAX FORFEITED LANDS <br />Mayor McCarty indicated he had talked to August Mueller, son of the owner of #6, Barth & <br />Wakiriak Addition, Lots 7 -12, Block 2. He had indicated the taxes were presently paid <br />up. Attorney Meyers explained the taxes must have been delinquent for a number of years. <br />
