June 25, 1979 Page 4 <br />MOUNDS VIEW INDUSTRIAL PARK <br />Building and Zoning Official Rose stated the proposal was to combine two lots, lot <br />#2 and lot #3, of existing Mounds View Industrial Park #2 and to resubdivide them <br />into seven lots. All proposed lots meet minimum lot size requirements. The <br />applicants have proposed a street system which is functional and further request <br />that the City install public improvements and assess back to the benefitting <br />properties. Improvements requested include sewer, water, storm sewer, street, <br />and curb and gutter. <br />Mayor McCarty asked about subdividing and wanted to know what would happen if one <br />of these lots was sold to a buyer. Attorney Meyers stated that zoning takes care <br />of land use. Developers should post sufficient bond. Building and Zoning Official <br />Rose gave clarification of process. <br />Mayor McCarty wanted to know if there were any problems with lot #7 being on a <br />flood plain. Building and Zoning Official Rose explained direction for development <br />on lot #7 would be later in the process and restrictions, if any, would come at <br />that time. <br />MSP (McCarty /Rowley) to get conceptual approval for preliminary plat for Mounds View <br />Industrial Park. <br />Roll call vote: <br />Councilmember Forslund: nay <br />Councilmember Ziebarth: aye <br />Councilmember Rowley: aye <br />Councilmember Hodges: aye <br />Mayor McCarty: aye <br />Councilmember Forslund stated her nay was because of her concern for specific <br />types of development being planned, and there are no letters in regard to this <br />development area from the Rice Creek Watershed, DNR, PCA. I feel this is a vital <br />area, being adjacent to Rice Creek, and feel there is not enough information <br />available. <br />Building and Zoning Official Rose explained that each lot would have specific <br />information as they developed and at that time development agreements would be <br />entered into. <br />MAJOR SUBIDVISION - GALE ADDITION - 8277 GROVELAND ROAD <br />Building and Zoning Official Rose reported that Short - Elliott- Hendrickson had <br />reviewed the plans and specifications pursuant to the Council's request. Further, <br />that Dan Boxrud of Short - Elliott- Hendrickson submitted to the City a letter of <br />recommended changes in the plans and specifications. Staff recommends that they <br />be included in the final plans and specifications for the City approval. The <br />development agreement will include $22,000 of bonding, $1,500 cash escrow for <br />inspection of public improvements, and will contain the usual exhibits of plans <br />and specifications, site plans and Exhibit 2 A. <br />
