June 25, 1979 Page 5 <br />MSP (McCarty /Ziebarth) to approve final plat including the recommendations from the <br />letter to the City of Mounds View, June 19, 1979, from Dan Boxrud regarding a 6 -inch <br />valve added at Fairchild to facilitate testing procedures; the asphalt cement in the <br />bituminous material that should be 120 -150 penetration; the City should be given <br />24 -hour, rather than 1 -hour, notice on existing valve closings; and the watermain <br />should be tested at 150 psi with only 1/2 of the specified leakage allowed. <br />Roll call vote: <br />Councilmember Forslund: aye <br />Councilmember Ziebarth: aye <br />Councilmember Rowley: aye <br />Councilmember Hodges: aye <br />Mayor McCarty aye <br />McDONALD'S RESTAURANT /DEVELOPMENT AGREEMENT <br />Staff recommends that the permit be granted pursuant to receiving the applicant's <br />bonding for $6,775. Councilmember Hodges wanted to know why they wanted such a high <br />fence. Councilmember Ziebarth understood that they plan to have a menu board and <br />speaker post and wanted to know the average time between order and pickup. The owner <br />replied 20 seconds and it would save energy by driving through rather than stopping <br />and starting the car to go into the building. Councilmember Ziebarth asked if he <br />could deal with snow removal in that area and the owner replied that he could. <br />MSP (McCarty /Rowley) to approve the request of McDonald's, 2201 Highway 10, to install <br />a drive - through window west of the existing building contingent upon their entering <br />into a development agreement with corrected site plan; building plans and specifications; <br />bonding in the amount of $6,775 which covers curb and gutter, paving, fencing, sodding <br />and parking space marking. The fencing on the property is to be 6 -8 feet high, <br />running the length of the building approximately 201 feet. 5 ayes <br />Neil Loeding, 5046 Longview Drive, criticized speculation and said an agreement <br />would be different. He didn't want an economic burden for other tax payers. <br />COUNCILMEMBER FORSLUND'S REPORT <br />Councilmember Forslund had no report. <br />COUNCILMEMBER ROWLEY'S REPORT <br />Councilmember Rowley stated that there was going to be a Lakeside Park meeting at <br />7:30 p.m., Thursday, June 28, in the Council Library. <br />COUNCILMEMBER ZIEBARTH'S REPORT <br />Councilmember Ziebarth requested Acting City Administrator Anderson to write to <br />the City of Bloomington asking for September 1975 comprehensive noise code and <br />wanted a copy of that to go to the Planning Commission. He also stated that there <br />was a Parks & Recreation meeting Thursday, June 28, at 6:30 p.m. <br />COUNCILMEMBER HODGES' REPORT <br />Councilmember Hodges stated the Youth Service Bureau had discussed moving from <br />Roseville to Lake Owasso. They were also beginning budget requested and copies <br />would be sent to the Administrator. <br />
