M O LNDS VIEW CITY CO INCIL Regular Meeting <br />Page 6 July 23, 1979 <br />Salary Adjustments: Nelson stated that the <br />previous Council had establish salaries to <br />be consistent with the 7% guidelines established <br />by the President. The previous Council, however, <br />did not expend the full 7 %, rather they set aside <br />3% to be used to adjust salaries after the Police <br />contract was settled. The Police settled early <br />winter. According to the records Nelson read <br />thru should be an adjustment of 2.1% for all <br />non -union employees. Furthermore, that according <br />to Resolution 948, which set salaries for 1979, the <br />Administrator was to report to Council on whether <br />a compensation study should be conducted. Based <br />on that information Nelson recommended only <br />adjusting the two Police Sargeant's position by <br />the 2.1% increase, report to the Council concerning <br />the study before the 1980 Budget is adopted, and <br />carry over the balances of the adjustment funds <br />into 1980 for adjustment. <br />Ziebarth made the motion, seconded by Rowley <br />to grant the 2.1% adjustment to cover those <br />individuals listed on Resolution 948, excluding <br />Administrator Achen, Secretary M elhouse and <br />Sr. Acct. Clerk'Myers. <br />(notion withdrawn) <br />Amendment: Made my, M cCarty, seconded by Forslund, <br />that an increase of 2.1 %, bringing the increase <br />up to 7 %, be given to Police Sargeants Hagen & Smith. <br />(Admendment withdrawn) <br />McCarty made the motion, seconded by Forslund, <br />that an adjustment of 2.1% increase be allocated <br />to the Police Department for the two positions <br />of Police Sargeant, retroactive to January 1, 1979. <br />3 ayes <br />2 nays <br />(Nay votes: Ziebarth <br />& Rowley) <br />Ziebarth made the motion, seconded by Rowley, <br />that the Council appropriate sufficient money <br />from the end of year fund balance into the 1980 <br />budget for the 2.1% adjustment for all non -union <br />personnel excluded by the above motion. These <br />adjustments should be based on a compensation <br />study to be done primarily in- house, by the <br />appropriate staff. Further that we should set aside <br />in the 1980 budget some amount, to be determined in the <br />future, to pay for some minimal outside input <br />into the process for the final conclusions. <br />5 ayes <br />0 nays <br />B.
