MOUNDS VIEW CITY COUNCL Regular Meeting <br />Page 7 July 23, 1979 <br />Levy Base Adjustment: Nelson stated that un- <br />controllable costs are causing all cities <br />revenue concerns. Cities can appeal to the <br />Levy Review Board for adjustment of their <br />tax base. Staff feels it is a reasonable <br />action to apply for this adjustment since <br />the City qualifies. It was emphasized to the <br />Council that this is not raising taxes; nor <br />is the City in financial trouble. The budget <br />would be prepared without the adjustment and <br />would allow the Council to determine if it <br />will be used. <br />Ziebarth made the motion, seconded by Hodges <br />that the City apply for the levy base adjustments. <br />4 ayes <br />1 nay <br />(Nay vote: McCarty, because he was uncomfortable <br />making something that permanent without having <br />the budget for 1980 completed.) <br />Amendment: Made by McCarty, seconded by Forslund <br />that use of money generated by the proposed <br />increase in the tax levy limit base for fiscal <br />year 1980 should be instigated under statutes <br />275.58 only, which provides for a referendum. <br />(Aye vote: McCarty) 1 aye <br />(Nay votes: Forslund, Ziebarth, 4 nays <br />Rowley, and Hodges) <br />Rowley stated she offers this motion because <br />she wants to make it clear that it is not her <br />intention that is be used just because it's <br />there. <br />Amendment: Made by Rowely, seconded by Ziebarth, <br />that staff prepares the budget without use of <br />this levy base adjustment and that Council <br />determines, at that point, if it is going to <br />be necessary to use it for any reason. <br />4 ayes <br />(Nay vote: McCarty) 1 nay <br />Ziebarth made the motion seconded by Rowley <br />to adjourn the meeting at 1:20 a.m. <br />5 ayes <br />B.
