MOUNDS VIEW CITY COUNCIL Regular Meeting <br />Page 5 August 13, 1979 <br />Hodges: No report. <br />1) Re: Storm sewer cleaning/Ardan Ave.: <br />Cleaning the lines is priority #1, then <br />cleaning the ditch, and then check valves. <br />Rowley questioned the accuracy of the work <br />records. Nelson stated there is no record of <br />part-time or C.E.T.A. employees and the <br />records do not accurately reflect the amount <br />of work being done. <br />2) Stated his feeling the Council needs goals <br />and policies to obtain them. Asked Council- <br />members to prepare lists of their needs and <br />needs of the community for the next agenda session. <br />3) Asked Council their feelings re: the ex <br />official Planning Commission position. Forslund <br />liked the idea because they could be familiarized <br />before a vacancy occurs. Rowley had a problem <br />with it because the ex official member would <br />automatically expect to fill the first vacancy, <br />even though other qualifications may be more <br />desirable. Suggested the term should expire <br />every Dec. 31. Nelson agreed. Hodges felt it <br />a good idea because they gained experience. <br />Ziebarth thought it would be awkward if the ex <br />official member is not the most qualified at the <br />time of a vacancy. The Mayor felt the position <br />should remain as is, and he, in making the appoint- <br />ment, would deal with an awkward situation if it <br />should occur. Meyers stated some cities have <br />alternate commission members. <br />Rowley made the motion, seconded by Ziebarth <br />that the Mayor should write up a description <br />for the position of ex official member of <br />Planning Commission, encompassing the topics <br />discussed at this meeting. Notification should <br />be published in the newspaper. <br />(Nay vote: the Mayor) <br />4 ayes <br />1 nay <br />1) Need Council approval for settlement of $6,750 <br />in the Laxman-Sundee civil rights case, the <br />check to be issued at direction of City Attorney. <br />Ziebarth made the motion, seconded by Hodges <br />to authorize issuance of a check for $6,750.00 <br />in disposition of Laxman-Sundee vs. the City. <br />Future direction will be given by the City <br />Attorney as to the names to appear on said check; <br />the money will be transferred from the Contingency <br />Fund. <br />5 ayes <br />0 nays <br />11.
