MOUNDS VIEW CITY COUNCIL <br />Page 3 <br />Regular Meeting <br />August 27, 1979 <br />This includes $5,000 for inspection services <br />and $150,000.00 letter of credit. Developers <br />have requested to be assessed $8,500 for the Improve- <br />ment Study. Developers will sign a contract <br />for this assessment. City will add this amount <br />on the bond issue. If the City goes out for a <br />bond sale, it would be collected on a direct <br />assessment over the next 5 years at 87 interest <br />beginning in January 1980. <br />Rowley made the motion, seconded by Ziebarth, <br />to approve Resolution 1013, Execution of Develop- <br />ment Agreement 79-29 Mounds View Industrial Park, <br />Plat #3. <br />5 ayes <br />0 nays <br />Ziebarth made the motion, seconded by Hodges, <br />to adopt Resolution 1014, Special Assessment <br />for 78-4 on Mounds View Industrial Park, Plat #3. <br />5 ayes <br />0 nays <br />Rowley proposed that, in accordance with the recent <br />Charter Commission proposal, the resolutions be <br />read to the audience. Resolutions 1013, 1014 <br />and 1015 were read to the audience. <br />Hodges made the motion, seconded by Forslund, <br />to adopt Resolution 1015, Final Plat Approval, <br />Mounds View Industrial Park Plat #3. <br />5 ayes <br />0 nays <br />Resolution 1016 was read to the audience. The <br />main issue was timing of the request for delay. <br />Verbal comments were made by the following: <br />R. Hedlund--felt the public should be informed. <br />Stated that MnDOT had not advertised the 6/13/79 <br />meeting. Suggested the MnDOT delay be 6 months. <br />K. Kroon, 8475 Eastwood Dr., stated concern for <br />noise potential if Hwy 10 is relocated. Stated <br />local merchants would be hurt by relocation. <br />R. Woodgate, 8454 Sunnyside Rd., felt MnDOT is <br />not being cooperative and lack direction. <br />P. Fauchald, 8270 Red Oak Dr., asked that the <br />request for delay be after information is provided. <br />Requested Council to address the Highway 10 spur <br />when corresponding with MnDOT. <br />6b.
