MOUNDS VIEW CITY COUNCIL Regular Meeting <br />Page 2 September 24, 1979 <br />The Mayor closed the Regular Meeting and <br />opened the Public Hearings. <br />The City Administrator explained the <br />proposed budget for 1980 in detail. <br />It will be submitted to Ramsey County <br />by October 10, 1979. <br />The City Administrator explained the pro- <br />posed useage, as suggested by Staff, for <br />the $146,801 of federal revenue - sharing <br />funds which would be available for 1980. <br />Neil Loeding, 5046 Longview Drive, <br />challenged the $15,000 item for Park <br />Comprehensive Plan. Park & Recreation <br />Director Anderson explained that the City <br />currently has no such plan, and there is <br />a real need for a working plan for the <br />future. He explained that it would: <br />1) help in the grant process, i.e., a <br />grant is more likely given to a city with <br />a comprehensive plan; and 2)would help from <br />a legal standpoint. The $15,000 would <br />mostly be for reimbursement of a consultant <br />firm to work with Staff and the Parks <br />Commission to put the plan together. He <br />further indicated it would be necessary <br />to obtain a feeling from the community as <br />to their needs and desires. Betty Skelly, <br />League of Women Voters, stated that a <br />survey of this type had been done some <br />time ago by the League. <br />Public Works Superintendent Decheine stated <br />the County is still doing snowplowing; <br />however, the rates will increase due to <br />the facts that gasoline prices have gone <br />up, and the union contracts expire this <br />year. Public Works will be meeting with <br />the crews to obtain a better understanding <br />as to the services needed, when, etc. <br />Police Chief Grabowski stated the Force <br />has lost one man by resignation. As a <br />result, personnel will have to be shifted, <br />and civil service tests conducted in an <br />effort to fill the vacancy. <br />Finance Director Brager stated the ability <br />to provice financial information had <br />improved in 1979 because of the implementation <br />of a cowputerized payroll program.
