MOUNDS VIEW CITY COUNCIL Regular Meeting <br />Page 2 October 1, 1979 <br />With regards to upgrade Highway 10 the access <br />points would be at the proposed interchanges <br />and /or on present through streets. The <br />access points for relocated Highway 10 would <br />be at the proposed entry ramp or interchange. <br />There would no other access points on new <br />Highway 10 unless frontage roads were created <br />within the City. Mr. Robinson reminded the <br />City Council that upgraded Highway 10 would <br />need additional 120 feet of right -of -way <br />or approximately 60 feet on either side of the <br />median to improve or upgrade Highway 10. <br />Mr. Robinson further noted that due to the <br />amount of citizen opposition that the MnDOT <br />has received that they are preparing plans <br />for the design for upgraded Highway 10. He <br />further stated that the Department was <br />desirous of reaching a resolution on this <br />Highway project so that funding could be <br />secured. To that end they hope to have the <br />upgraded Highway 10 plan completed by the <br />end of November or the first of December. <br />They would then coordinate with the respected <br />municipalities to have additional public <br />hearings or meetings to inform the public <br />and be able to show them the plans of upgraded <br />and relocated Highway 10. Mr. Nelson noted <br />to the City Council that the relationship <br />between MnDOT and the City was excellent and <br />that there has been some meetings with them <br />to iron out any problems of communication. <br />Tom Fuller, 8054 Eastwood, wondered if it <br />was possible to have two meetings on Highway 10. <br />One for the north half of the City and the <br />other for the south half of the City. The <br />purpose of it would be to review plans on <br />relocated Highway 10. The second would be <br />to compare relocated with upgraded Highway <br />10. He thought this may draw 100 or so <br />people. Mr. Robinson noted that a decision <br />on the plans now appear to be January or <br />February. Robinson further stated that the <br />reason for this decision was to insure the <br />location not the design of the road or <br />interchanges. <br />Sharon Nelson asked Mr. Robinson why the plans <br />showed that Red Oak Drive was labeled Airport <br />Road. <br />Robinson responded to the question raised <br />about Airport Road by stating that the <br />Department had inadvertently labeled the <br />interchange as Airport Road, since it was <br />referred that way by Blaine. <br />4.
