MOUNDS VIEW CITY COUNCIL Regular Meeting <br />Page 4 October 9, 1979 <br />Ziebarth made the motion, seconded by Hodges <br />that Staff should prepare a development con- <br />tract with Faircon, Inc., contingent on PCA <br />approval. Staff should also determine and <br />collect the appropriate consultant fees <br />related to the City's expenditures. <br />5 ayes <br />0 nays <br />Rose explained that Phillips Javinski proposes <br />to build an office /warehouse on Lot #1 of M.V. <br />Industrial Park #3. (The details of this <br />proposal may be found in the Summary prepared <br />by Staff under Case #39 -79.) Planning Commission <br />approved this proposal. <br />Forslund made the motion, seconded by Hodges, <br />to approve the development request contingent <br />upon receiving the necessary PCA approval. <br />Staff is directed to draw up a development <br />agreement, and establish and collect the <br />necessary fees needed for consultants, pursuant <br />to Ordinance 59.07. <br />5 ayes <br />0 nays <br />Project 1979 -3 for sewer and water along <br />Silver Lake Road was ordered by City Council <br />on 5/29/79. Improvements were to be installed <br />pursuant to Alterate 2 of the feasibility study <br />ordered at the 5/14/79 meeting. Soil tests, <br />done by Short - Elliot- Hendrickson, revealed <br />bad soil conditions. On 7/23/79 the Council <br />approved additional soil tests. Those tests <br />indicated the soil had limitations but the <br />services could be installed. Council requested <br />S.E.H. on 9/10/79 to determine if the private/ <br />public service proposals were feasible. S.E.H. <br />have suggested they do a new feasibility study. <br />Some of the residents needing water service <br />propose to dig wells until service is available. <br />Forslund made the motion, seconded by Ziebarth, <br />to direct Staff to contact Mr. Thorson regarding <br />his private proposal; and to request the <br />appropriate owners north of County Road I <br />to prepare a petition for services.
