PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Special Meeting <br />November 8, 1979 <br />Mounds View City Hall <br />2401 Hwy. 10, Mounds View MN 55112 <br />Mayor McCarty called the Special Session of <br />the City Council to order at 5:05 p.m. at <br />City Hall on November 8, 1979. <br />Roll call was taken and it was noted that <br />Councilmember Forslund was absent due to a <br />vacation which she was taking from the City <br />during the week of November 5. Also present <br />at the Council meeting were Bob Ehlers, the <br />City's Bond Consultant, and the City Admini- <br />strator. <br />The City Administrator had noted to the City <br />Council and persons present that this meeting <br />had been called by three members of the City <br />Council for purpose of discussing information <br />related to the Charter. He went on to say that <br />Mr. Ehlers had been contacted by himself and <br />was asked to attend the City Council meeting to <br />discuss a letter which he had sent to the City <br />Council concerning Chapter 8 of the Charter <br />(Special Assessment Chapter). <br />1. CALL TO ORDER <br />2. ROLL CALL <br />3. PURPOSE OF MEETING <br />Mr. Ehlers, the president of Ehlers & Associates, 4. DISCUSSION WITH BOND <br />Inc., the City Bond Consultant, was asked to CONSULTANT CONCERNING <br />attend a meeting to discuss his letter which he PROPOSED CHARTER <br />sen t, dated November 5, 1979. Mr. Ehlers raised <br />several questions concerning the proposed language <br />found in the draft of the Charter Commission which <br />is to have a Special Election on December 4. The <br />course of the discussion was that there were some <br />concerns raised by Mr. Ehlers over the assessment <br />language to the budget and to the language found <br />in Chapter 7 of the draft Charter concerning a <br />long -term financial plan. (Mr. Doty, the Chairman <br />of the Charter Commission, and Mr. Loeding, the <br />Vice - Chairman of the Charter Commission, partici- <br />pated in the discussion with the City Council in <br />trying to clarify some of the language of the <br />Charter). <br />After much discussion over Charter language <br />Mr. Ehlers suggested that wording such as, "Not <br />withstanding that the project was not included <br />in the five year capital plan ", began the first <br />sentence in Chapter 8 for clarification. <br />
