M0UUNDS VIEW CITY COUNCIL <br />Page 2 <br />Regular Meeting <br />November 13, 1979 <br />The applicant, Sahara Investment Co., <br />requests to combine four lots- -2711, 2721, <br />2731 and 2741 Hwy. 10- -into one and to con- <br />struct a 20,000 sq. ft. office /bank building. <br />(Details of this proposal may be found in <br />the Summary prepared by Staff under Case <br />#36 -79.) The applicant requests <br />conceptual approval <br />of the Site Plan and a directive to complete <br />final plans and specs. A development agree- <br />ment would then be drawn up, reviewed by Council <br />for approval, and a building permit would <br />ultimately be issued. <br />7c. DEVELOPMENT CONTROLS- - <br />OFFICE BLDG. CONCEPT, <br />SAHARA INVESTMENT CO. <br />Representing Sahara Investment Co. were Mr. <br />Steve Winnick, Attorney; Duane Sorenson, <br />Pres. of First State Bank of New Brighton; <br />and Mike Wood, V.P. of Urban Scope. Also <br />present was Jim Christensen of Midwest Planning. <br />Mr. Christensen gave some of the details of <br />his traffic study report, as well as a similar <br />report drawn up by Jack Anderson Associates. <br />A 15% increase in traffic volume is predicted <br />with this proposed development, with a maximum <br />of 60% increase on Hillview Rd. The majority <br />of the traffic will be coming from the traffic <br />stream to the bank, and back to the traffic <br />stream, accounting for the 60% possibility. <br />Robert Glazer, 2625 Hillview Rd., felt more <br />of the neighboring residents should have been <br />notified, beyond the 300 ft. which is required. <br />He was concerned about the traffic impact on <br />Hillview Rd. created by people using Hillview, <br />going between the bank and shopping center. He <br />requested Council to have a hearing, with the <br />public notified so they may air their concerns. <br />He was also concerned because the bank will be <br />a drive -up facility, just as the previously <br />proposed Burger Tower was. <br />Richard Hedin, 8041 Long Lake Rd., was concerned <br />that the drainage ditch might not be able to <br />handle the runoff caused by the large amount <br />of paved area around the bank. Rose explained <br />the ditch proposed by the applicant meets the <br />criteria of Resolution #983 and the Rice Creek <br />Watershed. Wood stated the proposed ponding <br />would be: 4 ft. deep at maximum, located in the <br />front of the building, grassy in the summer, <br />and not unsightly. <br />
