MOUNDS VIEW CITY COUNCIL <br />Page 6 <br />Regular Meeting <br />November 13, 1979 <br />Rose reported that he had contacted Realty <br />Man and Mrs. Hanson regarding their interest <br />in extension of water service along the west <br />side of Silver Lake Rd. between County Rd. I <br />and Hwy. 10. Realty Man is interested in <br />knowing what the costs would be and who would <br />pay. Staff advised them it is impossible to <br />say without a feasibility study. <br />Hanson asked if she could put a double <br />dwelling on her property since she has a sub- <br />standard 83' frontage lot. The neighboring <br />lost contain apartments to the north, 3 single <br />family dwelling lots, and 2 double dwelling lots <br />to the south. Rose explained this would require <br />a change in zoning from R -1 to R -2 and the mini- <br />mum frontage for R -2 is 100'. <br />Attorney Meyers stated that rezoning should go <br />through Planning Commission procedures. Rose <br />stated that, in either case, it requires water <br />service to develop and that zoning was not the <br />question at this time. <br />The petition regarding this water service <br />extension was received October 12, 1979, from <br />48% of the affected property owners, but does <br />not contain signatures of the Hansons or Zuidemas. <br />Rose explained that the City is currently under <br />a development agreement with George Karlen <br />regarding two duplex lots, with the City holding <br />$2,000 cash escrow. Karlen agreed that any costs <br />he may cause the City should be taken from this <br />$2,000 cash escrow. <br />Rowley moved, seconded by Ziebarth, to direct <br />Staff to have a feasibility study done by S.E.H. <br />of the Silver Lake Rd. water service extension. <br />5 ayes <br />0 nays <br />Karlen suggested the study might be drawn up <br />as two alternates, one with and one without the <br />service crossing County Road I. <br />For the record, the expense of a feasibility <br />study will be equally divided among benefitted <br />parties. Attorney Meyers suggested an alternate <br />plan might be minus the apartment property. <br />Mr. Kremer owner of 2 lots on Silver Lake Road <br />and County Road I, wants to have sewer improve - <br />ments installed and wanted to know the least <br />expensive way of obtaining this service. Rose <br />explained the pros and cons of a public vs. <br />privately installed <br />7b.
