They will <br />submit their written response by end <br />of week. <br />- Letter from Police Chief re: vacancy. <br />Have gone through screening, testing <br />and selection process and have three <br />candidates. Recommend hiring first <br />person of the three by 12/15/79. <br />6. REPORTS (Continued) <br />Rowley moved to hire Steven Layman as a <br />patrolman to replace Ed Loomis. The offer <br />would be effective 12/15/79, at patrolmen's <br />salary, and pursuant to the usual probationary <br />period. It was seconded by Forslund. <br />The motion carried. <br />4 ayes <br />0 nays <br />6) Police Chief noted the corporal positions <br />are working out well. <br />7) Re: Challenge procedures in upcoming <br />election -- Nelson read the statute providing <br />for a challenger to be appointed by the Mayor <br />upon receipt of a petition bearing 25 names. <br />The challenger would be on hand at the polls <br />to question a voter they suspect to be un- <br />qualified. The City could appoint up to 1 <br />person per precinct, for a total of 7. The <br />5 groups (DFL, IR, Concerned Citizens, League <br />of Women Voters, and ACTION) have been <br />notified so they may exercise this right. <br />This is a measure to ensure a clean election. <br />Ziebarth suggested the voter be made aware <br />this may occur and that if he refused to <br />answer questions of the challenger, he may <br />lose the right to vote. <br />8) Received a letter from Metro Council re: <br />establishment of cable TV service area for <br />Capital City Cable, Inc. Recommend waiting <br />30 days after they award a service area. <br />9) Have received request from the 911 system <br />people to do a resolution, but will hold off <br />because at this time, it appears we would be <br />paying more than our fair share. <br />,Patrolman vacancy <br />Election Challengers <br />Cable TV <br />911 system <br />
