MACHMEIER: <br />questions asked in the letter sent by the DISCUSSION <br />City's Administrator of which most is (continued) <br />enbodied in the public record at the end <br />of his presentation. Several questions <br />were asked by the City Council. <br />Councilmember Ziebarth asked a question <br />to repeat the letter that were sent to <br />Dr. Machmeier during the year 1979. He <br />stated that he received three letters <br />dated February 22, May 23, and May 30th. <br />from the City. <br />The Mayor indicated in the meeting, that <br />maybe the letter from the City dated May <br />30th could have lead to some confusion, <br />whether Machmeier was authorized to <br />proceed. Dr. Machmeier stated that it <br />was never his intention nor his under- <br />standing to design a system but rather <br />to evaluate the system which existed <br />in the Ardan Avenue. He did not feel that he <br />wanted to be involved in a design work. <br />Ziebarth asked a question related to page <br />2 of the cover letter of his report stating <br />that the report was later than he anticipated. <br />The question was why it was later? <br />Dr. Machmeier delayed his report due to <br />a conference he attended. <br />Ziebarth did feel that some of the inform- <br />ation presented in the report was a duplic- <br />ation of what they already know. He felt <br />that this duplication was a result of a <br />lack of communication between the consult- <br />ant and the City. Dr. Machmeier stated <br />that although some of it appears to have <br />been a duplication it was as a result of <br />evaluating the CTF Report, not to offer <br />his own independent appraisal of the <br />system. <br />Rowley raised the issue over a recommend- <br />ation made by the report that caution should <br />be used in the implementation of the <br />recommendations. Dr. Machmeier explained <br />that the implementation is designed only <br />to meet a certain standard level and it <br />may not solve all problems related to a <br />particular season.
