CALL TO ORDER <br />vened at 7:10 PM on February 12, 1980 by <br />Mayor McCarty. <br />Members Present: Mayor McCarty, Council- 2. ROLL CALL <br />men Rowley, Forslund, Hodges. <br />Members Absent: Councilman Ziebarth was <br />unable to attend. <br />Also Present: Building & Zoning Adminis- <br />trator Steve Rose,and Clerk - Administrator <br />Jeff Nelson. <br />First item on the Agenda was the Compen- 3. COMPENSATION STUDIES <br />sation Study discussion that the City was <br />considering undertaking. The presence of <br />Mr. Rose at this point of discussion was <br />precipitated by the hiring of a Secretary <br />in the Parks & Recreation Department. The <br />Compensation Study and the issue that Mr. <br />Rose had concerning hiring of the afore- <br />mentioned Secretary were inter - related. <br />The position put forth by the City Admin- <br />istrator was that there was a definite <br />need for the City Council to authorize <br />the Compensation Study to be initiated, in <br />order to, establish the classifications of <br />the non - unionized personnel in the City, <br />establish the pay rate for those employees, <br />standardize the hiring process and upgrade <br />and utilize a performance evaluation on the <br />employees.
