MOUNDS VIEW CITY COUNCIL Angular Meeting <br />Page 7 February 25, 1980 <br />Nelson noted that because of bond <br />market it had gone over the statuatory <br />7% limit, the bond would have to be <br />replaced privately and the City's bank <br />agreed to a 7% loan to the City for this <br />bond period. The City Attorney spelled <br />out some of the conditions pertient <br />from 444.075. He also reiterated Nelson's <br />point that the City would be replacing <br />it privately and would authorize to do <br />so up to $100,000.00. He also stated <br />that the City would need to develop <br />over the next several years a contin- <br />gency fund to handle similar problems <br />in the future. Ziebarth moved to <br />adopt Resolution 1085, and was seconded <br />by Hodges. <br />The motion carried. <br />4 ayes <br />0 nays <br />Nelson provided the City Council with 17. 1980 TREE SERVICE <br />background information reference the BID AWARD <br />Tree Service Bid Award for the removal <br />of Dutch Elm and Oak Wilt diseased <br />trees for the year 1980. He had pre- <br />viously submitted a memo from the <br />Parks & Recreation Director regarding <br />this matter. Rowley moved to approve <br />the 1980 contract to Arps Tree Service <br />and it was seconded by Ziebarth. <br />4 ayes <br />The motion carried. 0 nays <br />The City discussed awarding a contract 18. NORTHWEST ASSOCIATED <br />to Northwest Associated Consultants for CONSULTANTS <br />the continuation of the City's Compre- <br />hensive Plan Update. Concern was ex- <br />pressed that the City still had an <br />unclear understanding with Midwest <br />Planning as to whether they are capable <br />of completing the contract originally <br />signed. Council decided to wait until <br />this matter could be resolved before <br />signing a new contract. <br />Nelson brought to the attention of <br />the City Council the information re- <br />garding Stanton Associates, Inc. and <br />the requested references. Mayor McCarty <br />and Nelson had attended a legislative <br />conference where the mayor had an oppor- <br />tunity to talk to a municipality that <br />had used Stanton Co. in the development <br />of a compensation study.
