Utir Home Rule Charter, effective January third of this year, diren-bothat <br />the mayor annually report on the state of the City. This requirement <br />rerresents one of a number of ongoing efforts to get increased public <br />awreness and participation in City Government. Anotner example of this <br />effort is the survey that has just been sent out for the purpose of <br />determining the needs ana desires of residents for park facilities. <br />Another is current efforts to establish. neighborhood associations to <br />oetter bin clown local interests and concerns. A Charter requirement <br />which also aids the two-way communication we seek is for more City News- <br />letters . The Newsletters will include, each year, summaries of, the <br />budget and a five-year plan for improvements in public services and <br />facilities, TMs last feature will provide residents with information and <br />the opportunity to have input on long-term direction for each City <br />Department. <br />The Planning Commission is currently working toward a revised comprehensive <br />plan which will, in part, set out zoning for future physical development <br />for the City. The Comprehensive Plan in conjunction with the previously . <br />mentioned long-term plan. for the city _departments will do much to shape <br />our remaining growth. In this connection, the consensus .appears to be <br />that !,eunds View should remain primarily a "bedroom" community. liewever, <br />I intend to encourage further surveys such os the current one on <br />in order to better estatlish the wishes of the public in these matters. <br />Two major concerns facing Mounds View are the relocation of Highway 10 <br />and the threatened expansion of Anoka County Airport. 'On last December <br />7th, Minnesot Department of Transportation Commissioner Braun established <br />that the future corridor for Highway 10 would he along the northern <br />border of Mounds View, thus rejecting suggestions that the corridor be <br />located farther north so as to relieve anticipated noise problems from <br />truck. traffic. It has been difficult to make a case for a more northerly <br />route in the face of resolutions by earlier City Councils (going back <br />to 1971) and highway department plans that supported the proposed relocation.- <br />New that the decision has been made, the Council is concentrating its <br />efforts toward minimizing the problems that the relocation could bring. <br />
