Rose emphasized that the purpose of the meeting at this point was to grant conceptual approval of the proposal in order for the developer to commence with the application process and to facilitate the City's land exchange with the developer in order to satisfy grant conditions for Silver View Park. Dale Cremers of M & E Realty, made a presentation to the City Council emphasizing that the drainage basin would be meeting the needs of a 266 acre drainage district. He further empha- sized that although the property presently is zoned industrial. The desires of the developer were to develop a PUD, which would be a mixture of commer- cial mid - density and low- density housing. They also recognized value of the lake for their development. Cremers went on to say that they were requesting that the public improvement would be put in by the City and assess back to the effected properties within their devel- opment. The major point discussed during the course of this meeting was the outline of the lake and what depth needed to be achieved to satisfy what purpose. The main emphasis expressed during the course of the meeting was on the boundary of the lake and its potential depth. The Council tended to lean toward greater depths for the obvious recreational value of that lake, however, the Council also wanted to ensure that there would be satisfactory depth to meet the City's policy outlined in Resolution 983. Cremers attorney requested that the City Council express their interest in whether or not they would approve conceptually the proposal for Oak Lake Park Development.
