PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Special Meeting <br />March 31, 1980 <br />Mounds View City Hall <br />2401 Hwy. 10, Mounds View MN 55112 <br />The Mounds View City Council was called 1. CALL TO ORDER <br />to order at 6:45 p.m. on March 31, 1980, <br />by Mayor McCarty. (This meeting had been <br />announced at the March 24th meeting.) <br />Members Present: McCarty, Forslund, 2. ROLL CALL <br />Rowley, Hodges and Ziebarth. <br />Also Present: Finance Director Brager, <br />Clerk - Administrator Nelson, were present <br />from the City Staff. <br />The Council was reminded by the Director 3. VACANCY IN SR. ACCOUNTING <br />of Finance that he had a vacancy as a CLERK POSITION <br />result of a resignation on his staff - <br />the position of Senior Accounting Clerk. <br />He had previously prepared a memo regard- <br />ing this matter, which the Council had <br />held over until March 31, 1980. <br />Brager explained that he felt the position <br />should be upgraded to City Accountant to <br />assist him in many of the financial matters <br />now facing the City as outlined in memos <br />from Brager dated March 28th and April 4th. <br />He asked the Council to separate the posi- <br />tion from the salary, to determine if the <br />position was justified in the Council's <br />mind. If so, then the salary issue could <br />be established. <br />A question was raised on what the impact <br />would be on the other employees by <br />creating this position. The Staff re- <br />action, it would be minimal if coupled <br />with Compensation Study. <br />There was a question asked concerning <br />the difference between the requested <br />position, City Accountant and Senior <br />Accounting Clerk. The Staff's response <br />was education (college degree) versus <br />certificate and experience. Also, it <br />was felt that less supervision would <br />be needed. <br />
