Date Approved: 10 -27 -80 <br />PROCEEDINGS OF THE CITY COUNCIL <br />CITY OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />Regular Meeting <br />October 14, 1980 <br />Mounds View City Hall <br />2401 Hwy. 10, Mounds View City Hall <br />The Mounds View City Council was called to <br />order at 7:30 P.M. on October 14, 1980, by <br />Mayor McCarty. <br />1. CALL TO ORDER <br />Members Present: Forslund, Rowley, Hodges, 2. ROLL CALL <br />Ziebarth,and Mayor McCarty. <br />Also Present: Attorney Meyers, Clerk -Admi- <br />nistrator Pauley, and Building & Zoning <br />Official Rose. <br />Corrections: 3. APPROVAL OF 9 -22 -80 <br />MINUTES <br />Mayor McCarty- He noted that several <br />paragraphs in the minutes had his name <br />misspelled. <br />MOTION: Forslund made a motion, seconded <br />by Rowley to approve the minutes as amended. <br />Ayes -5 <br />Nays -0 <br />THE MOTION CARRIED. <br />Mayor McCarty asked if there were any comments <br />or requests from the floor. There was no <br />response. <br />Administrator Pauley reviewed the process in- <br />volved that resulted in Stanton & Associates <br />final recommendation. Each position was evaluated <br />according to its duties and each individual and <br />department head was given an opportunity to provide <br />additional feedback. These job descriptions were <br />based on similar positions in other jurisdictions. <br />Salary level would be determined by level of res- <br />ponsibility. <br />Administrator Pauley noted that a non -union city <br />staff meeting would be held on Thursday, 4:30 P.M., <br />at which time the Mayor would indicate to the Staff <br />the City Council's action on this program this <br />evening. Mr. Rod Kelsey (Stanton & Associates) would <br />be available at that time to explain the program and <br />implementation would begin immediately. First step <br />salary changes resulting from this review would be <br />effective October 15, 1980 with additional increases <br />going into effect January 1, 1981. <br />4. RESIDENT REQUESTS AND <br />COMMENTS FROM THE FLOOR <br />5. SALARY ADMINISTRATION & <br />PERFORMANCE REVIEW PROGRAM - <br />STANTON & ASSOCIATES <br />
