MOUNDS VIEW CITY COUNCIL <br />Regular Meeting <br />November 24, 1980 <br />Page Two <br />MOTION: McCarty made a motion, seconded <br />by Hodges to approve the first reading <br />of Ordinance No. 299 (Amending Chapter 110 <br />of the Municipal Code Relating to the <br />Licensing of Peddlers, Solicitors, and <br />Transient Merchants and Providing Penalties <br />for Violations Thereof) and to waive the <br />reading of the ordinance. <br />Ayes - Rowley, Hodges, Ziebarth, McCarty <br />Nays -0 <br />MOTION CARRIED. <br />Jim Berkholtz, Ramsey County Soils, presented <br />an oral and slide presentation of the Mounds <br />View Wetlands Study. He reviewed the landscape <br />of the City of Mounds View, referred to the <br />wetland inventory, and addressed the draft <br />ordinance that has been prepared by the City <br />of Mounds View. The council discussed his <br />recommendation that soil models not be used <br />to define wetland areas. They also discussed <br />changing the wordage to include wetland areas <br />that might be under an acre but ones that the <br />City might determine worthwhile retaining. <br />Mr. Berkholtz also discussed the feasibility <br />of conducting a hydrology study. (Mr. Russ Adams, <br />Professor of Soil /Science -U of MN, was also present <br />in the audience). <br />The Council recessed for a break at 8:30 P.M. <br />The Council re- convened at 8:50 P.M. <br />The Council discussed the long term financial <br />plan discussing the possibility of changing <br />its current form in order to allow more flexi- <br />bility for future commitments. <br />MOTION: Ziebarth made a motion, seconded by <br />Rowley, to table Ordinance 298 (adoption of <br />the long term financial plan)until the next <br />regular council meeting on December 8, 1980. <br />Ayes -4 <br />Nays -0 <br />MOTION CARRIED. <br />The Council discussed the statement of Robert J. <br />Orth, Chairman of the Ramsey County Board of <br />Commissioners (dated 11- 12 -80) which indicated <br />opposition to the Rice Creek Watershed District's <br />7.
