MOUNDS VIEW CITY COUNCIL December 8, 1980 <br />Regular Meeting Page Five <br />Mayor McCarty noted that he had discovered some <br />possible computational errors in the establish- <br />ment of new salary schedules as adopted from <br />the Salary Administration and Performance Review <br />Program presented by Stanton Associates in <br />September of 1980. (This was approved 11 -24 -80 <br />in Resolution #1194). He stated that the <br />final approved salaries indicated a 13.2% <br />instead of 12.5 %. <br />There was a general discussion among the Council <br />with Clerk- Administrator Pauley noting that the <br />salary changes had been implemented (and retro- <br />active pay had been received). <br />The Council determined to discuss this issue <br />at the next agenda session and to come to a <br />final decision. <br />Mayor McCarty and Councilmember Forslund noted <br />their resistance to include the MSA street pro- <br />posals in the long term financial plan. They <br />felt proposals that were still in the prelimin- <br />ary stages (i.e. Miller and Edgewood) could not <br />appropriately be included in the long term <br />financial plan at this time. <br />MOTION: McCarty made a motion, seconded by <br />Forslund, to approve the long term financial <br />plan as presented and that the MSA street pro- <br />posals for the years 1982 -83 be stricken from <br />the proposal, and to waive the reading of the <br />ordinance. <br />Ayes- McCarty, Forslund <br />Nays - Rowley, Hodges <br />MOTION FAILED FOR LACK OF MAJORITY. <br />The Council continued their discussion and viewpoints <br />on this issue. <br />MOTION: Rowley made a motion, seconded by Forslund, <br />to approve the adoption of Resolution 1199 (Establish- <br />ing Minnesota State Aid Street) and to waive <br />the reading. <br />Ayes -4 <br />Nays -0 <br />THE MOTION CARRIED. <br />11. REVIEW OF <br />RESOLUTION 1194 <br />(SALARIES FOR <br />CITY STAFF — <br />EFFECTIVE <br />10- 10 -80) <br />12.
