Page 2 <br />It has been maintained that the mayor should represent the Council in the <br />Newsletter. Section 2.06 of the Charter specifies that the mayor shall <br />preside over council meetings, not represent the Council, and specifies <br />under what circumstances the mayor will act as head of the city government. <br />(Note that in these circumstances "city government" includes more than the <br />Council.) In any case I will not be a party to deception of the public <br />through use of the name of the mayor as a front for the Council. <br />Finally, it would be appropriate for complaining councilmembers to remember <br />that I went to the trouble and personal expense of putting out a flyer in <br />order to avoid any charge of unfair advantage where individual council- <br />members were involved. <br />
