MOUNDS VIEW CITY COUNCIL January 26, 1981 <br />Regular Meeting Page 5 <br />Attorney Meyers and Administrator Pauley pre- <br />sented some discussion items to the Council <br />regarding the wetlands ordinance. <br />Administrator Pauley listed four items that the <br />Mounds View wetlands ordinance may control: <br />1. Nutrients <br />2. Sedimentation <br />3. Storage <br />4. Wildlife <br />Pauley also noted that if an engineering firm <br />was enlisted to make these determinations, they <br />should have sufficient credentials to be able <br />to identify these four areas. The extent of the <br />study would be determined by the restrictiveness / <br />non - restrictiveness of the ordinance. <br />Attorney Meyers informed the Council that the <br />presently proposed ordinance would prohibit any <br />development of wetlands #2 -#8. He suggested <br />the possibility of listing wetlands #2 - #5 as <br />prohibiting any development and wetlands #6 -#8 <br />could allow some development by conditional use <br />permit. He also asked Council if the City would <br />want to obtain an engineering study to identify <br />what would be controlled by the wetlands ordinance <br />and what classifications would be needed to <br />achieve that purpose. <br />Neil Loeding, Planning Commissioner, also present <br />in the audience noted that the cost of this pro- <br />posed study should be considered carefully before <br />implementation. <br />In summary, Administrator Pauley noted that to <br />evaluate the present conditions of the wetlands <br />identified in the Rice Creek Watershed study, the <br />following factors would have to be considered: <br />1. The amount of runoff contributing to the <br />wetland from the drainage area and the <br />capacity of that area to handle that water <br />for storage, <br />2. The sedimentation <br />3. Select the engineering firm with the <br />capability of analyzing the wildlife. <br />4. Determine what wetland types designated <br />#2 - #8 are absolutely needed. <br />5. What wetlands currently exist that would <br />allow some future development to occur. <br />
