DATE APPROVED: 02/23/81 <br />SPECIAL COUNCIL MEETING <br />City of Mounds View <br />February 5, 1981 <br />The Special Council Meeting was called 1. CALL TO ORDER <br />to order at 6:07 p.m. by Mayor McCarty. <br />Members Present - Councilmembers Forslund, 2. ROLL CALL <br />Blanchard, Doty, Hodges, and Mayor McCarty. <br />Others Present - Clerk - Administrator <br />Pauley. <br />Mayor McCarty opened the meeting by indi- <br />cating that its purpose was to discuss with <br />Clerk- Administrator Pauley the draft policy <br />guidelines developed by the City Council <br />during their January 25, 1981 work session. <br />The City Council discussed with Clerk - <br />Administrator Pauley the employment of a <br />receptionist and instructed him to evaluate <br />the possibility of obtaining sufficient <br />coverage of the position through the DECA <br />program in the Mounds View School District. <br />Administrator Pauley was also authorized to <br />hire part -time assistance, not to exceed <br />3 days per week, in this position until the <br />City Council made a formal decision regarding <br />the employment of a full -time receptionist <br />or the use of part -time high school students. <br />MOTION: Councilmember Doty made a motion, <br />seconded by Forslund, to increase the <br />salaries of the Public Works Director and <br />Utility Billing Clerk to an average of 9% <br />over the base 1980 salaries for the <br />positions retroactive to January 1, 1981. <br />Ayes -5 <br />Nays -0 <br />MOTION CARRIES <br />The City Council discussed in detail the <br />remaining 12 policy guidelines making <br />modifications where appropriate and agreed <br />that a final draft of these guidelines be <br />presented to the Council by Mayor McCarty <br />for their final approval. <br />3.
