MOUNDS VIEW CITY COUNCIL March 9, 1981 <br />Special and Regular Meting Page Three <br />Open Meeting Law that is being expressed by, <br />1)meetings being called at frequent agenda <br />sessions when there is no emergency involved <br />in the business being transacted, 2) meetings <br />held outside and inside City Hall that are not <br />clearly announced and are being held at hours <br />when citizens would find it hard to attend, <br />3) waiving the reading of resolutions. How <br />can you justify statements of keeping the <br />public informed when these things are not being <br />read? The reading of a number doesn't inform <br />the community of the business being transacted. <br />It doesn't take that long to read. Also it <br />would leave no reason for people to leave <br />meetings held in this City feeling they had <br />wasted their time in attendance and as though <br />they really hadn't seen their government work <br />for them. Also, I don't know if the Mayor and <br />Council are aware that many times the discussions <br />cannot be heard by its audience and especially not <br />by the senior citizens or hearing impaired <br />citizens of which there are many! As public <br />officials I feel you should immediately strive to <br />reinforce your respect for the Open Meeting Law <br />by preventing these practicies from continuing. <br />Mayor McCarty pointed out to Mrs. McCarthy <br />that every item in the Council packet, including <br />resolutions, was in a folder on a table in the <br />Council Chambers for public reviewal. Further- <br />more, the City Charter allows dispensation of <br />reading resolutions by unanimous consent of <br />the Council and residents or always read on <br />request of anyone in the audience. Mayor <br />McCarty asked if Mrs. McCarthy had the records <br />(of the meetings that she was objecting to) <br />and if she knew when the meetings were held. <br />Mrs. McCarthy replied she did not. <br />Mayor McCarty stated, "Then you are talking <br />about something you know nothing about." <br />There were no more comments from the floor. <br />REGULAR MEETING CLOSED: 7:42 p.m. <br />PUBLIC HEARING OPENED: 7:42 p.m. <br />Applicant requests approval of a preliminary <br />plat called Miller Industrial Plat and rezoning <br />of the land which presently has sections of <br />R -1 and B -2 to I -1 for development of an <br />Industrial Park. <br />9.
