MOUNDS VIEW CITY COUNCIL April 13, 1981 <br />Regular Meeting Page Eight. <br />Article 4. He discussed the renegotiating <br />of the Contract. He discussed the need for a <br />Joint Powers Agreement. <br />MOTION: Councilmember Hodges made a motion, <br />seconded by Councilmember Blanchard to accept <br />the Contract - Draft #3. <br />Discussion of the Motion: <br />Forslund: Cannot support because the Council had <br />agreed and had submitted Draft #5. <br />McCarty: He also could not support Draft #3. <br />Doty: Also could not support Draft #3. <br />Discussion in length took place regarding the <br />obligation of the City to levy monies and also <br />regarding a continuity clause for re- negotiating <br />the Contract. <br />Article 6, Duty of Care, was discussed. Mayor <br />McCarty stated that he would like to take a one <br />year Contract. Councilmember Forslund concurred. <br />Vote was taken by calling of the roll. <br />Ayes -2 <br />Nays -3 (Mayor McCarty, and Councilmembers Doty, <br />and Forslund voted nay). <br />MOTION FAILED. <br />MOTION: Mayor McCarty made a motion, seconded by Councilmember <br />Forslund to authorize the Mayor and Clerk /Administrator <br />Pauley to meet with the Fire Deparment Negotiating <br />Committee and attempt to resolve the concerns that <br />the City Council has. <br />Ayes -5 <br />Nays -0 MOTION CARRIED. <br />Clerk /Administrator Pauley stated that the low <br />bid from Allied Blacktop Company exceeds the <br />amount budgeted by $2,836.03. He talked about the <br />Federal Revenue Sharing guidelines which allows the <br />cost for budgeted items to exceed the amount <br />budgeted by 10 %. <br />MOTION: Councilmember Doty made a motion, seconded <br />by Councilmember Hodges to authorize the Mayor to <br />enter into an agreement with Allied Blacktop Company <br />for the bid amount of $41,436,03. <br />Ayes -5 <br />Nays -0 MOTION CARRIED, <br />9.
