MOUNDS VIEW CITY COUNCIL <br />Regular Meeting <br />May 26, 1981 <br />Page Eight. <br />MOTION: Mayor McCarty made a motion, seconded by <br />Councilmember Blanchard to adopt Resolution No. <br />1289. <br />5 ayes <br />0 nays MOTION CARRIED. <br />Mayor McCarty discussed the criteria used in deciding <br />noise level factors. <br />It was stated that expert testimony would be needed <br />on noise level factors. <br />Questions were raised if the Metropolitan Airport <br />Commission had followed their procedures 100 %. <br />Councilmember Doty stated that the noise study had <br />been done by the average. Mayor McCarty discussed <br />the LDN process. <br />Councilmember Blanchard stated that she feels that <br />the Metropolitan Airport Commission definitely appear <br />at a public hearing, in order that explanations and <br />answers can be obtained. <br />Mayor McCarty read letter regarding meeting of April 15, <br />1981, that the same procedure was done at the Meeting <br />of May 15, 1981, and that no input had been allowed. <br />Further that he feels that they are proposing an <br />intermediate airport and are calling it a minor one. <br />Discussion took place regarding noise levels, decibel <br />levels. <br />Councilmember Forslund stated that she feels that it <br />is important that the Metropolitan Airport Commission <br />attend the public hearing. <br />AMENDMENT TO THE MOTION: Mayor McCarty made a <br />motion, seconded by Councilmember Doty to amend <br />Resolution No. 1289, hereby requesting that the <br />Metropolitan Airport Commission hold a public <br />hearing with Commissioners present. <br />5 ayes <br />0 nays MOTION CARRIED. <br />Mr. Charles West, representing E.T. Hughes <br />Construction Company, designer of the building <br />was in attendance. Mr. West briefly presented <br />the Site Plan. He stated that they would like <br />to construct a four unit building on Edgewood. <br />Further that this request meets all of the <br />Ordinance and Rice Creek Water Shed requirements. <br />Councilmember Forslund read Planning Commission <br />Resolution No. 18 -81. <br />11. <br />Development Review - <br />E.T.
