Mounds View City Council June 8, 1981 <br />Regular Meeting Page 3 <br />across County Road I. He added that they are <br />concerned with the overall amenities of the <br />commercial development and that they want it <br />to be appealing from all sides and in all ways. <br />Dan Boxrud, of Short - Elliott - Hendrickson, gave <br />a presentation of the planned services for the <br />area, and reviewed the cost estimates and <br />assessment methods. He stated that the project <br />is feasible and practical from an engineering <br />standpoint and that all costs could be recovered <br />by assessments. <br />Mayor McCarty closed the public hearing and <br />reopened the regular meeting at 8:25 PM. <br />Motion /Second: McCarty /Blanchard to direct Staff <br />to draft a resolution to approve the preliminary <br />plat, planned unit development stage, rezoning, <br />conditional use permit, and tax exempt financing, <br />and draft a public improvement agreement to include <br />a 10 -15 year spread on the bond issue, interest <br />payments only during the first three years of <br />assessment, all assessments to be assumable by <br />subsequent owners, and security deposit with the <br />City to assure payment of assessments during <br />first 3 -5 years, and draft a resolution approving <br />the feasibility study and ordering the final plans <br />and specifications for Project 81 -3. <br />5 ayes <br />0 nays Motion Carried <br />Mayor McCarty closed the regular meeting and <br />opened the public hearing for the rezoning of <br />James Jackson, at 8:27 PM. <br />Official Rose presented Staff's report, <br />stating that the applicant has requested to <br />rezone the subject property from R -1 to R -3. <br />Mr. Jackson stated he felt it was only feasi- <br />ble to put multiple dwellings, due to the cost <br />of services. <br />Daniel O'Leary identified himself as the <br />attorney for the Chestnick's, who live adjacent <br />to the property in question. He quoted from <br />the Mayor's comments in the March /April 1981 <br />;ity Newsletter, and stated that his clients <br />do not wish to see the property rezoned. <br />9.
