Mounds View City Council June 8, 1981 <br />Regular Meeting Page 10 <br />Official Rose stated that 1st State Bank of <br />Vew Brighton was before the Council concern- <br />ing their request for a banking facility in <br />Mounds View. He summarized the Planning <br />Commission's action from their last meeting. <br />He stated that the site plan was taken from <br />the original concept approval that had been <br />given a year and a half ago. It is scaled <br />down from the original proposal, from <br />20,000 sq. ft. to 3,580 sq. ft., with a <br />future building and expansion planned for. <br />He added that the Planning Commission <br />recommends the property be rezoned to B -2 <br />from B -3, with a public hearing to be held <br />and notices sent to the effected property <br />owners. <br />Ron Erickson, the architect representing <br />Sahara Investment Company, gave a lengthy <br />presentation of the proposal, showing <br />how the plan had been scaled down from that <br />which was originally approved, and what <br />improvements had been made. He stated <br />that the owners and the Bank were not <br />opposed to rezoning to B -2 but that they <br />were concerned with the time element <br />involved as they had bids they had to <br />accept by June 30. He requested approval <br />from the Council to start construction, <br />and then come back for a public hearing <br />for the rezoning of the future develop- <br />ment. <br />Wayne Burlingame, President of 1st State <br />Bank of New Brighton, showed an artists <br />sketch of what the facility would look <br />like. He stated that they have many <br />customers in Mounds View and that the <br />proposed bank would be a definite <br />convenience for them. <br />Official Rose noted that the Planning <br />Commission asked that the City Council <br />deem who would receive notices of the <br />public hearing, indicating that they <br />should perhaps cover more than the <br />required 350 ft. and be sent to <br />residents on Red Oak Drive and Hillview. <br />There was considerable discussion between <br />the applicants, members of the Council <br />and the audience as to the traffic that <br />would be generated by the bank, the <br />rezoning, and if a public hearing was <br />required before any permits could be <br />issued.
