Mounds View City Council <br />Regular Meeting <br />July 13, 1981 <br />Page Four <br />ayor McCarty asked for a clarification of the <br />cost estimates for Phase 1 development of <br />Silver View Park. Park Director Anderson <br />explained that they would be controlled through . <br />the bid options. <br />Motion /Second: Doty /McCarty to approve Item G <br />of the consent agenda, and waive the reading. <br />4 ayes 0 nays <br />Mayor McCarty questioned if the developer <br />planned to develop the entire plat as it <br />was originally developed. Mr. Eigenheer <br />replied that he did. <br />Keith Nelson, an engineer representing Mr. <br />Eigenheer, gave a presentation of the <br />proposed excavations of the plat, and <br />answered the Council's questions of how <br />the run -off would be handled. He stated <br />that they would be following the guide- <br />lines of the Ramsey County Soil and Water <br />^ onservation District. <br />,,ouncilmember Doty stated he was concerned <br />with control for Resolution No. 983. Mr. <br />Nelson replied that based upon the reconunen- <br />dations of the Ramsey County Soil and Water <br />Conservation District, they feel they would <br />be exceeding the requirements of Resolution <br />No. 983. <br />Mr. Eigenheer reviewed the proposed plat <br />and explained how he came about the proposed <br />plan due to access problems from all other <br />sides. <br />Official Rose reported that the Planning <br />Commission had passed a resolution that the <br />request be considered, based on the Council's <br />findings on Ordinance No. 301. <br />Neil Loeding stated he was concerned that the <br />rate of run -off would exceed the limits set <br />in Resolution No. 983. Mr. Nelson replied <br />that there would be no increase in rate or <br />volume, and that Ramsey Council Soil and Water <br />District concurred with their findings. <br />Motion Carried <br />8. Consideration of <br />Application from <br />Robert Eigenheer for <br />Ordinance No. 305 <br />Permit for Mounds View <br />Square <br />
